HSE Management
- Develop, implement, and maintain the Shipyard HSE Management System.
- Ensure compliance with national regulations, client requirements, and industry standards.
- Monitor HSE performance and establish improvement initiatives.
- Advise management on HSE matters and regulatory changes.
Risk Assessment & Hazard Control
- Conduct and review risk assessments for shipbuilding, ship repair, dry-docking, fabrication, blasting, painting, lifting operations, confined space entry, and hot work activities.
- Ensure implementation of appropriate control measures.
- Monitor Permit-to-Work (PTW) systems and safe work practices.
Site Inspections & Audits
- Lead regular HSE inspections, audits, and safety walks throughout the shipyard.
- Monitor contractor compliance with HSE requirements.
- Identify unsafe conditions and ensure corrective actions are implemented.
Incident Investigation
- Investigate accidents, incidents, near misses, and environmental events.
- Prepare detailed investigation reports and root cause analyses.
- Track corrective and preventive actions until closure.
Training & Safety Awareness
- Develop and conduct HSE induction programs for employees, subcontractors, and visitors.
- Organize toolbox talks, safety campaigns, and emergency response training.
- Promote a proactive safety culture across all departments.
Environmental Management
- Monitor waste management, hazardous material handling, emissions, and pollution prevention measures.
- Ensure compliance with environmental regulations.
- Manage spill response preparedness and environmental monitoring programs.
Emergency Preparedness & Response
- Develop and maintain emergency response plans.
- Conduct emergency drills including fire, evacuation, confined space rescue, and marine emergency scenarios.
- Coordinate with local authorities and emergency services when required.
Reporting & Documentation
- Prepare monthly HSE statistics and management reports.
- Maintain HSE records, permits, certifications, and training records.
- Analyze trends and recommend improvement actions.
Qualifications
- Bachelor's Degree in Engineering, Occupational Safety, Environmental Science, or related discipline.
- NEBOSH International General Certificate (IGC) – Mandatory.
- NEBOSH Diploma or equivalent – Preferred.
- IOSH Managing Safely.
- Incident Investigation Certification.
- Internal Auditor Certification (ISO 45001 & ISO 14001 preferred).
Experience
- Minimum 8–10 years of HSE experience.
- At least 3–5 years in a managerial position within shipbuilding, ship repair, offshore, marine, or heavy industrial environments.
- Experience managing large workforces and subcontractors.
