Position Overview

The HSE Manager is responsible for leading and managing all Health, Safety, and Environmental (HSE)

requirements

across project sites.

The role ensures the protection of personnel, assets, and the working environment by implementing effective HSE systems, maintaining regulatory compliance, and fostering a proactive safety culture.

Location

Initial assignment based in

Jeddah, Saudi Arabia

Future project assignments may be located in

Jeddah or Riyadh

.

HSE Leadership & Compliance

  • Lead the implementation of HSE policies, procedures, and management systems across project sites.
  • Ensure compliance with applicable regulations, industry standards, and project requirements.
  • Monitor safety performance and drive continuous improvement initiatives.

Risk Management & Incident Prevention

  • Conduct risk assessments, site inspections, audits, and safety reviews.
  • Investigate incidents, identify root causes, and implement corrective and preventive actions.
  • Develop and review HSE documentation, including method statements, lifting plans, permit systems, and emergency response procedures.

Site Safety Management

  • Monitor site activities to ensure safe work practices are consistently followed.
  • Ensure the availability and proper use of PPE, safety equipment, and emergency resources.
  • Oversee the safe operation of plant, equipment, materials, and work activities.

Team Leadership & Training

  • Lead, mentor, and support HSE Engineers, Safety Officers, and site personnel.
  • Deliver HSE training, toolbox talks, and awareness programs to promote a proactive safety culture.
  • Collaborate with project teams, subcontractors, and stakeholders on all HSE matters.

Reporting & Continuous Improvement

  • Prepare HSE reports, maintain records, and track key performance indicators (KPIs).
  • Analyze safety trends and recommend improvements to enhance workplace safety and environmental performance.

Education

  • Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field.

Certifications

  • NEBOSH, NVQ, or equivalent Occupational Health & Safety qualification.
  • ISO 45001 and ISO 14001 certification or auditor qualification preferred.
  • Professional membership with IOSH or equivalent is advantageous.

Experience

  • Minimum 10 years of HSE experience, with significant experience in construction and/or MEP projects.
  • Demonstrated experience leading HSE programs on large-scale projects.
  • Strong understanding of local regulations, international standards, and industry best practices.

Skills & Competencies

  • Strong leadership and people management skills.
  • Excellent communication and stakeholder management abilities.
  • Advanced risk assessment and incident investigation skills.
  • Knowledge of construction methodologies and MEP systems.
  • Strong analytical, reporting, and problem-solving capabilities.
  • Proficiency in English (written and spoken); Arabic is advantageous.
