Discovery Dunes is looking for an experienced and proactive
Hse Manager
to lead Health, Safety, and Environmental operations across one of Dubai's most exclusive private residential communities.
This is an exciting opportunity for a strategic HSE professional who is passionate about protecting people, enhancing community safety, and fostering a culture of continuous improvement while ensuring full compliance with UAE regulations and industry best practices.
About The Role
Reporting to the HOA General Manager / Security Director, you will lead the development, implementation, and continuous improvement of the community's Health, Safety & Environmental Management System.
You will work closely with residents, contractors, regulatory authorities, and internal stakeholders to ensure the community operates safely, sustainably, and in full compliance with all legislative and HOA requirements.
Key Responsibilities
- Develop and lead the HOA's Health, Safety & Environmental strategy and management system.
- Drive compliance with UAE regulations, HOA governance, and industry best practices.
- Lead contractor HSE management, audits, inspections, and risk assessments.
- Investigate incidents, identify root causes, and implement preventive actions.
- Develop emergency response plans, business continuity initiatives, and crisis management procedures.
- Promote environmental sustainability, waste reduction, and continuous improvement initiatives.
- Monitor contractor performance and ensure compliance with HSE standards.
- Prepare reports, analyse trends, and provide recommendations to senior leadership.
- Build a proactive safety culture that protects residents, guests, employees, contractors, and community assets.
What Skills & Qualifications Are Required
- Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, Facilities Management, or a related discipline.
- SIRA certification is mandatory.
- NEBOSH International General Certificate (minimum); additional HSE certifications are highly desirable.
- Minimum 5 years of HSE experience, including at least 3 years in a managerial role.
- UAE experience within residential communities, master communities, real estate, hospitality, or facilities management.
- Strong knowledge of contractor management, operational risk, regulatory compliance, and emergency response.
- Exceptional leadership, communication, stakeholder management, and problem-solving skills.
- A proactive leader with a passion for creating safe, sustainable, and thriving communities.
