HSE Manager – Crowd Mega Projects (J26-071)

**Location :** Riyadh, Saudi Arabia

Role Context

Key ResponsibilitieS

• Develop, implement, and monitor **HSE policies and procedures** specific to mega projects and mass gatherings
• Manage **crowd safety planning**, including risk assessments, emergency procedures, and evacuation planning
• Conduct HSE audits, inspections, and safety assessments across project sites and event venues
• Lead the identification and mitigation of risks for high-density areas and complex operations
• Coordinate with project management, security teams, and local authorities for compliance and emergency preparedness
• Ensure **compliance with Saudi HSE regulations and international standards**
• Prepare reports, safety metrics, and dashboards for senior management
• Conduct HSE training, toolbox talks, and awareness campaigns for staff and contractors
• Investigate incidents, near-misses, and implement corrective actions

Profile

• Bachelor’s degree in HSE, Safety Engineering, or related discipline
• **10–18 years of experience** in HSE management, with focus on **crowd safety or mega events**
• Proven experience on **large-scale events, public gatherings, or mega infrastructure projects**
• Strong understanding of **risk assessment, emergency planning, and safety compliance**
• Ability to work in **high-pressure environments** and coordinate multiple stakeholders
• Knowledge of Saudi HSE regulations and international standards (ISO, OSHA, etc.)

Required Skills

• Expertise in **crowd management, risk assessment, and emergency response planning**
• Strong leadership, communication, and training abilities
• Ability to develop **HSE strategies for complex projects**
• Excellent problem-solving and incident investigation skills
• Fluency in English; Arabic is an advantage
• Experience in **mega projects or high-profile events in Saudi Arabia** preferred
