Job Summary

The HSE Expert is a senior leadership role within the core MOTLS project team, responsible for directing, developing, and overseeing all Health, Safety, and Environmental functions across major roads construction, operations, and maintenance programs.

The role provides strategic guidance, leads audits and investigations, develops safety systems and policies, and ensures full compliance with MOTLS requirements and internationally recognized HSE standards.

A key focus of this role is driving a zero accident vision, strengthening safety culture, and establishing strong governance practices that elevate overall project performance and contractor compliance.

Key Responsibilities

  • Leading HSE strategy and governance to support MOTLS objectives, regulatory requirements, and international best practices.
  • Providing expert technical leadership to the core team on complex safety issues, high‑risk activities, and strategic safety decisions.
  • Conducting periodical HSE audits of contractors, project sites, documentation, and safety systems to verify compliance with MOTLS and international standards.
  • Leading accident and incident investigations, performing root‑cause analysis, and ensuring effective corrective and preventive actions.
  • Developing HSE policies, procedures, and management systems to strengthen governance, improve safety culture, and support the zero‑accident objective.
  • Reviewing and approving contractors’ HSE plans, risk assessments, method statements, and safety documentation.
  • Ensuring compliance with MOTLS and international standards such as ISO 45001, ISO 14001, and other globally recognized frameworks.
  • Preparing high‑level reports and technical submissions for MOTLS leadership, including performance dashboards, audit summaries, and compliance evaluations.
  • Providing guidance to regional and field teams on implementing MOTLS safety requirements and resolving complex safety challenges.
  • Monitoring contractors’ contractual HSE obligations and ensuring adherence to ministry standards and project specifications.
  • Leading safety workshops, awareness programs, and staff training to build competency, reinforce safety culture, and promote proactive risk management.
  • Driving continuous improvement initiatives by identifying systemic issues, benchmarking best practices, and recommending long‑term safety enhancements.
  • Promoting a zero‑accident and zero‑incident culture through leadership, engagement, and consistent enforcement of safety expectations.

Required Qualifications

  • Bachelor’s degree in Engineering or equivalent.
  • Minimum 15 years of experience in HSE roles.
  • Extensive experience in roads construction, operations, or maintenance projects.
  • Strong knowledge of MOTLS safety standards, regulations, and compliance frameworks.
  • Demonstrated leadership experience in HSE management, audits, investigations, and strategic planning.
  • Proven capability in developing HSE policies, procedures, and management systems.
  • Professional HSE certifications, including:
  • + NEBOSH Diploma (or equivalent international qualification)
  • + ISO 45001 Lead Auditor, ISO 14001 Lead Auditor, or higher certifications
  • + Additional advanced HSE credentials are preferred.
  • Ability to work within a core technical leadership team and support high‑level project interfaces.

  • Advanced HSE technical expertise – Deep understanding of safety engineering, risk management, and global regulatory systems.
  • Leadership & advisory capability – Ability to influence decisions, guide teams, and lead safety initiatives at senior levels.
  • Analytical & reporting skills – Strong capability in data analysis, incident investigation, and technical reporting.
  • Communication & coordination – Ability to communicate effectively with MOTLS officials, contractors, and project stakeholders.
  • Strategic problem solving – Ability to identify systemic issues and propose long‑term safety improvements.
