Job Summary

The GIS Expert is a senior technical and leadership role within the core MOTLS project team, responsible for developing, managing, and advancing all Geographic Information Systems (GIS) functions that support major roads construction, operations, and maintenance programs.

The role ensures the accuracy, integrity, and governance of spatial data, leads enterprise GIS development, and provides advanced spatial analysis to support MOTLS planning, asset management, and strategic decision making.

A key focus is achieving zero error spatial data, strengthening GIS governance, and ensuring full compliance with MOTLS and international GIS standards.

Key Responsibilities

  • Lead GIS strategy and governance to align with MOTLS objectives, national transportation requirements, and international best practices.
  • Manage enterprise GIS systems including geodatabases, servers, applications, and spatial data infrastructures supporting major road networks.
  • Conduct periodical GIS audits to verify spatial data accuracy, completeness, consistency, and compliance with MOTLS standards.
  • Oversee spatial data quality assurance including validation, error detection, correction workflows, and metadata governance.
  • Develop GIS policies, procedures, and data governance frameworks to standardize and secure all GIS operations.
  • Review and approve GIS datasets, maps, geodatabases, and analytical outputs submitted by contractors for road construction and maintenance projects.
  • Integrate GIS with MOTLS systems such as asset management platforms, pavement management systems, and road maintenance dashboards.
  • Perform advanced spatial analysis to support route optimization, safety assessments, traffic studies, and infrastructure planning.
  • Lead GIS workshops, staff training, and capacity‑building programs to enhance technical competency and promote a strong GIS culture.
  • Ensure compliance with MOTLS and international GIS standards such as ISO 19115, ISO 19157, OGC standards, and ESRI best practices.
  • Prepare high‑level GIS reports and dashboards for MOTLS leadership, including spatial performance indicators and analytical summaries.
  • Support digital transformation initiatives by recommending new technologies, automation tools, and system enhancements.
  • Drive continuous improvement by identifying gaps, optimizing workflows, and promoting innovation in GIS operations.

Required Education & Professional Training

  • Bachelor’s degree in GIS, Geography, Geomatics, Computer Science, Engineering, or equivalent.
  • Minimum 15 years of professional GIS experience.
  • Strong academic foundation in spatial data science, remote sensing, geospatial analysis, cartography, geodesy, and database management.

Professional Certifications (Required/Preferred)

  • GISP (GIS Professional) certification.
  • ESRI Technical Certifications such as ArcGIS Desktop Professional, Enterprise Geodatabase Management, or ArcGIS Enterprise Administration.
  • ISO/TC 211 training related to geographic information standards.
  • Remote sensing certifications (ERDAS, ENVI) are an advantage.
  • Project management certifications (PMP, PRINCE2) are beneficial.

Required Skills, Expertise & Capabilities

  • Strong leadership in managing enterprise GIS environments and multi‑user geodatabases.
  • Advanced spatial analysis skills including network analysis, spatial modeling, geostatistics, and transportation GIS.
  • Expertise in data governance, metadata management, and quality control for zero‑error spatial data.
  • Proficiency in integrating GIS with asset management and road maintenance systems.
  • Technical proficiency in ArcGIS Pro, ArcGIS Enterprise, geodatabases, Python automation, remote sensing tools, and GPS/GNSS data processing.
  • Strong communication and reporting skills for preparing high‑level GIS reports and dashboards.
  • Strategic problem‑solving capability with the ability to propose long‑term GIS improvements.
  • In‑depth understanding of road networks, asset management, utilities, and transportation GIS workflows.
