Position and specialty

Education and training

• A diploma or degree in Occupational Health and Safety, Engineering, Construction, or a related discipline is preferred.
• Required training includes NEBOSH IGC or equivalent H&S certification and UAE H&S induction and construction-safety training.
• Training includes scaffolding inspection and safety awareness, risk assessment and method statements, permit-to-work and incident reporting, first aid, fire safety, and emergency response.
• Additional nuclear-facility training and authorization may be required where applicable.

Technical knowledge

• Knowledge of UAE construction H&S requirements and site safety practices.
• Knowledge of scaffolding safety, inspection, tagging, and access control.
• Knowledge of risk assessments, method statements, permit-to-work systems, and high-risk work controls.
• Knowledge of working at height, lifting, excavation, confined-space, hot-work, and temporary-works controls.
• Knowledge of emergency response, incident investigation, near-miss reporting, inspections, audits, toolbox talks, and safety reporting.
• Use Microsoft Office and electronic H&S reporting systems.
• Understanding of applicable ENEC/Nawah procedures follows site authorization and training.

Experience and technical expertise

• Minimum five years of H&S experience in the UAE construction industry.
• Demonstrable experience in site inspections, contractor monitoring, incident reporting, and safety supervision.
• Practical experience with scaffolding safety and construction high-risk activities.
• Large-scale or highly controlled project experience and shift-based or continuous coverage experience are preferred.
• Able to identify hazards, recommend corrective measures, and prepare clear and accurate H&S reports.

Primary responsibilities

• Provide continuous 24/7 H&S oversight for assigned construction projects; deploy five H&S personnel to cover required shifts for one year.
• Conduct inspections, safety observations, and compliance checks; monitor contractors against approved H&S requirements.
• Review risk assessments, method statements, and permit-to-work documents; inspect scaffolding for safety, tagging, and suitability.
• Deliver toolbox talks and report unsafe acts, unsafe conditions, incidents, and near misses.
• Support investigations and corrective-action close-out; prepare daily, weekly, and monthly H&S reports.
• Escalate serious or repeated violations and stop or recommend suspending unsafe work within approved authority.
