Role purpose

Portfolio governance and delivery

• Establish PMO governance, including stage gates, integrated schedules, dashboards, reporting standards, decision logs, change control, risk escalation, and executive reviews.
• Consolidate portfolio performance and provide forward-looking insight on schedule, cost, quality, dependencies, and decisions.
• Oversee delivery from mobilization through construction, commissioning, handover, and close-out.
• Govern delivery strategies, milestones, interfaces, controls, recovery plans, and readiness reviews; challenge teams and escalate material issues with recommendations.

Design and stakeholder leadership

• Set portfolio design principles, review gates, and technical decision frameworks from concept through IFC and delivery support.
• Oversee design integration, design-to-budget, value engineering, constructability, end-user requirements, authority interfaces, and material technical decisions.
• Lead stakeholder management across executives, business functions, authorities, utilities, strategic partners, operators, and other parties.
• Establish stakeholder maps and engagement and escalation plans, resolve competing priorities, facilitate decisions, and govern approvals and external interfaces.

PMO team and improvement

• Lead and develop PMO functions covering stakeholder, delivery, and design management; define accountabilities and performance expectations.
• Oversee portfolio risks, lessons learned, and assurance reviews, strengthen standards and tools, and promote collaboration across functions.

Qualifications and experience

• Bachelor's degree in Engineering, Architecture, Project Management, Construction Management, Real Estate Development, or a related discipline.
• A relevant master's degree is an advantage.
• Senior leadership experience in owner-side real estate development, PMO, or major capital-project environments.
• Experience in multi-project governance, delivery oversight, executive reporting, lifecycle governance, design management, stakeholder interfaces, project controls, risk and change management, and delivery assurance.
• Multidisciplinary team and complex portfolio leadership experience is strongly preferred.
• PMP or equivalent certification is preferred; engineering or architecture registration, LEED, PgMP, or similar credentials are advantageous.
• Professional proficiency in Arabic and English.
