Group HSQE Supervisor

, based in our Dubai head office, you will lead the Group’s integrated HSQE function across multiple African jurisdictions, ensuring ISO 9001, 14001, and 45001 compliance and strong operational risk management.

This is a key leadership role focused on driving safety, quality, environmental performance, and continuous improvement across all business units in a fast-paced international environment.

Job Requirements

  • Professional HSQE certifications such as NEBOSH, IOSH, ISO Lead Auditor, or equivalent preferred.
  • Strong knowledge of ISO standards, risk management, and regulatory compliance.
  • Experience conducting audits, incident investigations, and implementing corrective actions.
  • Bachelor’s degree in occupational health & safety, environmental management, engineering, or related field.
  • 7+ years of experience in HSQE management, preferably within logistics, shipping, maritime, transport, or industrial operations.
  • Experience managing multi-country or regional HSQE operations is highly desirable.
  • Proficiency in Microsoft Office and HSQE reporting systems.

Job Responsibilities

  • 1.
  • Integrated Management System (IMS) & ISO Governance
  • Lead implementation, maintenance, and continual improvement of ISO 9001, ISO 14001, and ISO 45001 management systems across the Group.
  • Coordinate ISO certification audits, surveillance audits, internal audits, management reviews, and closure of corrective and preventive actions.
  • Develop, implement, and maintain Group-wide HSQE policies, procedures, standards, and governance frameworks across all operations.
  • Standardize Group HSQE requirements while supporting local operational, legal, and regulatory compliance obligations.
  • Maintain accurate HSQE records, reports, procedures, and documented information.

2. Operational HSQE Risk Management & Control

  • Support HSQE risk management for shipping agency, transport, warehousing, port operations, vessel attendance, and project logistics activities.
  • Review operational HSQE risks including journey management, contractor management, cargo handling, vessel-related activities, and field operations.
  • Conduct operational HSQE inspections, compliance reviews, audits, and risk assessments across business units and operational locations.
  • Coordinate emergency response preparedness, crisis management, and business continuity planning where applicable.
  • Provide HSQE oversight and governance support across multiple African country operations and business units.

3. Third-Party, Contractor & Customer HSQE Management

  • Conduct vendor and contractor HSQE evaluations, inspections, and performance monitoring activities.
  • Support customer HSQE requirements, pre-qualifications, tenders, audits, and client reporting activities.
  • Interface with customers, contractors, vendors, insurers, and external stakeholders regarding HSQE matters where required.

4. Incident Management & Compliance Assurance

  • Lead incident investigations, root cause analysis, and implementation of corrective and preventive actions.
  • Ensure timely reporting, tracking, and closure of HSQE incidents, audit findings, and corrective actions.
  • Ensure compliance with applicable legal requirements, international standards, and company HSQE requirements.

5. HSQE Performance Monitoring & Reporting

  • Monitor HSQE KPIs and prepare reports, and management review presentations for senior leadership.
  • Support development and implementation of digital HSQE reporting systems, dashboards, workflows, and performance monitoring tools.
  • Provide regular HSQE updates and strategic recommendations to executive management.

6. Training, Culture & Workforce Engagement

  • Promote a proactive safety culture through training, awareness programs, workforce engagement, and continuous improvement initiatives.
  • Develop and deliver HSQE training programs and ensure completion of mandatory training and competency requirements.
  • Act as the primary HSQE advisor to regional and operational management teams on compliance, risk management, and operational HSQE matters.

7. Environmental Sustainability & Continuous Improvement

  • Monitor environmental performance and support sustainability, waste reduction, and environmental improvement initiatives across the Group.
  • Drive continual improvement initiatives related to operational safety, quality, environmental, and business performance.
  • Support implementation of environmental objectives, carbon reduction initiatives, and sustainability programs where applicable.

8. General Responsibilities

  • Perform additional HSQE-related duties as assigned by management.
