Position Overview

Key Responsibilities

• **Tender Review & Analysis**
• Review tender invitations, drawings, specifications, BOQs and contract documents.
• Analyze project scope and identify commercial and technical risks.
• Attend pre-bid meetings, clarification meetings and site visits.
• Prepare tender queries and seek clarifications from consultants and clients.
• Develop tender strategy in coordination with management.
• **Quantity Take-Off & Cost Estimation**
• Perform detailed quantity take-offs from drawings and specifications.
• Prepare accurate material, labour, equipment and subcontractor cost estimates.
• Develop comprehensive project budgets and cost plans.
• Analyze productivity rates and labour requirements.
• Establish realistic construction cost benchmarks.
• **Supplier & Subcontractor Coordination**
• Source quotations from approved subcontractors and suppliers.
• Conduct commercial and technical evaluation of quotations.
• Negotiate pricing where required.
• Maintain an updated database of supplier and subcontractor rates.
• Build long-term relationships with key vendors.
• **Tender Preparation**
• Prepare complete commercial submissions.
• Coordinate technical submissions with engineering teams.
• Ensure tender compliance with client requirements.
• Prepare pricing schedules and tender summaries.
• Support tender presentations and post-tender negotiations.
• **Value Engineering**
• Identify opportunities for cost optimization.
• Recommend alternative construction methods and materials.
• Evaluate cost-saving proposals without compromising quality.
• Support management in improving bid competitiveness.
• **Cost Database & Market Intelligence**
• Maintain historical cost databases.
• Monitor construction material price trends.
• Track labour market rates.
• Analyze competitor pricing trends where available.
• Continuously improve estimating accuracy.
• **Internal Coordination**
• Liaise with Design, Procurement, Planning, Commercial and Project Management teams.
• Provide handover documentation to project execution teams after award.
• Support procurement during vendor finalization.
• Assist finance with preliminary project budgeting.

Qualifications

• Bachelor’s degree in civil engineering.
• Professional certification in Cost Engineering or Estimation is an advantage.

Experience

• 5–10 years of experience in building construction estimation.
• Minimum 3 years of UAE contracting experience preferred.
• Strong knowledge of market rates, materials, and labor costs.
• Experience estimating:
• High-rise towers
• Residential developments
• Commercial buildings
• Villas
• Mixed-use developments
• Excellent understanding of:
• BOQs
• Quantity take-offs
• Tendering procedures
• Cost planning
• Construction Sequencing
• Value Engineering
• Experience with AutoCAD and MS Excel.
• Knowledge of CCS Candy, CostX, Planswift or similar estimation software is an advantage.
• Knowledge of UAE construction regulations and local authority requirements. (must)
• Strong analytical and numerical skills.
• Excellent communication and negotiation abilities.
• Knowledge of FIDIC contracts is an advantage.
