Environment Projects & Air Emission Specialist

Job Purpose / Objective

Strategy and Performance Management

• Contribute to the development and execution of the Department’s short- to mid-term strategic plan to ensure alignment with departmental priorities and corporate goals.
• Contribute to the development of annual business plans for assigned areas to support financial and strategic objectives.
• Monitor and control key performance indicators related to the Department to track performance and recommend corrective actions.

People Management

• Manage the activities of direct reports to ensure all work is carried out efficiently and in line with business plans, policies, and procedures.
• Manage the performance management process by setting objectives and developing staff through mentoring, coaching, and feedback.
• Identify employee training and development needs and work with the Human Capital Department to bridge competency gaps.
• Implement development plans to support Qatarization targets by preparing qualified Qatari Nationals for future roles.

Organisation Structure

• Contribute to defining an optimum departmental structure to ensure smooth workflow and effective use of resources.

Budget Planning

• Provide input into the preparation and consolidation of departmental budgets.
• Monitor financial performance and identify areas of concern, recommending corrective actions where required.

Environmental Projects

• Manage Environmental Health, Social, and Impact Assessment Studies (EIAs) and related environmental studies.
• Act as focal point for obtaining environmental permits from QatarEnergy MIC/RLIC and Ministry of Environment and Climate Change (MECC).
• Liaise with regulatory bodies to secure Consent to Operate approvals for applicable projects.
• Ensure alignment of project environmental management with company standards, regulations, and CTO requirements.

Air Emission

• Liaise with QatarEnergy Sustainability and Surface Directorate for greenhouse gas (GHG) verification and certification.
• Manage GHG accounting and reporting programs.
• Oversee flaring and air emission calculations.
• Develop and implement emission reduction and pollution prevention plans.
• Ensure compliance with regulatory and stakeholder requirements regarding emissions and flaring.

Leak Detection and Repair (LDAR)

• Manage the LDAR program across all facilities.
• Ensure compliance with environmental guidelines, regulations, and international standards (e.g., QE procedures, CPChem OE LDAR standards).

Project Management

• Ensure environmental management system compliance across all projects.
• Support project teams in planning and execution to ensure adherence to environmental laws and regulations.

Policies, Systems, Processes & Procedures

• Recommend improvements to departmental policies and procedures to enhance performance and compliance.
• Identify opportunities for continuous improvement aligned with international best practices.
• Develop and communicate environmental systems, policies, and standards across the organization.

Quality, Health, Security, Safety and Environment

• Ensure compliance with all regulatory and internal QHSSE requirements to maintain safety and high-quality standards.

Reporting & Awareness

• Ensure timely and accurate preparation of all reports in line with departmental standards.
• Report key performance indicators to support company performance monitoring.
• Coordinate investigations and reporting of environmental incidents and ensure corrective action plans are implemented.

Qatarization

• Contribute to the development of Qatari employees (applicable to expatriate staff).

Education

• **Required:**
• Bachelor’s degree in Chemical, Process, or Environmental Engineering / Environmental Science or similar discipline.
• **Preferred:**
• Master’s degree in Environmental Engineering or related field.

Experience

• **Required:**
• 5–7 years of experience in the Oil & Gas industry.
