Strategic

  • Support successful testing, commissioning, energization, and handover of substation projects in compliance with DEWA standards and project requirements.
  • Ensure testing and commissioning activities are planned and executed in accordance with approved schedules, procedures, and quality requirements.
  • Support achievement of project milestones through effective coordination with clients, consultants, OEMs, subcontractors, and internal stakeholders.
  • Ensure compliance with DEWA safety regulations, permit-to-work requirements, and operational procedures during all commissioning activities.
  • Support continuous improvement initiatives related to testing methodologies, commissioning procedures, and project execution practices.

Operational

  • Prepare testing and commissioning schedules aligned with overall project execution plans.
  • Develop commissioning strategies, testing sequences, outage requirements, and resource plans.
  • Review approved drawings, protection schemes, interlocking philosophies, cause-and-effect matrices, and commissioning procedures prior to execution.
  • Coordinate commissioning requirements with construction, engineering, QA/QC, and client teams.
  • Prepare testing documentation, method statements, inspection requests, risk assessments, and commissioning procedures.
  • Execute testing and commissioning activities for 400kV GIS/AIS Substations, 220kV GIS/AIS Substations, 132kV GIS/AIS Substations, 33kV GIS Switchgear, 11kV Switchgear, Distribution and auxiliary systems
  • Perform testing and commissioning of Power Transformers, Gas Insulated Switchgear (GIS), Air Insulated Switchgear (AIS), Circuit Breakers, Disconnectors and Earthing Switches, Current Transformers (CTs), Voltage Transformers (VTs/CVTs), Surge Arresters, Capacitor Banks, Shunt Reactors, Auxiliary Transformers, NER/NES Systems, HVDT Systems, LVAC Systems, DC Systems, Battery Chargers and Battery Banks.
  • Execute testing and commissioning of protection and control schemes including Transformer Differential Protection, Distance Protection, Line Differential Protection, Busbar Protection, Restricted Earth Fault (REF) Protection, Standby Earth Fault (SBEF) Protection, Directional Overcurrent Protection, Earth Fault Protection, Circuit Breaker Failure Protection, Auto Reclose Schemes, Synchro Check Schemes, Under Voltage and Over Voltage Protection, Out-of-Balance Protection, Inter tripping Schemes, Load Shedding Schemes.
  • Conduct relay testing using approved testing equipment and procedures.
  • Verify protection settings, logic schemes, and coordination studies.
  • Perform functional testing of control and interlocking systems.
  • Execute testing and commissioning of SCADA Systems, SAS/SCMS Systems, RTUs, Gateway Systems, HMI Systems, IEC 61850 Networks, Fiber Optic Communication Systems, Time Synchronization Systems.
  • Perform point-to-point testing, end-to-end testing, and signal verification with DEWA control centers.
  • Coordinate telemetry, telecontrol, and communication testing activities.
  • Verify communication protocols including IEC 61850, IEC 60870-5-101, IEC 60870-5-104, DNP3, and Modbus.
  • Coordinate and execute remote-end testing activities for bay extension and modification projects.
  • Verify inter tripping, tele protection, communication channels, and control functions.
  • Support outage planning and execution for live substations.
  • Ensure successful integration of new equipment into existing operational systems.
  • Participate in FAT activities at OEM facilities.
  • Review FAT procedures and test reports.
  • Witness FAT and SAT activities with clients and consultants.
  • Monitor closure of FAT and SAT observations.
  • Ensure readiness of systems for site commissioning and energization.
  • Identify and resolve technical issues arising during testing and commissioning activities.
  • Analyze protection, SCADA, communication, and control system faults.
  • Coordinate with OEMs and engineering teams for technical resolution.
  • Prepare technical reports and recommendations for corrective actions.
  • Ensure strict compliance with DEWA safety procedures and permit-to-work systems.
  • Conduct commissioning activities in accordance with approved method statements and risk assessments.
  • Ensure compliance with project specifications, DEWA standards, IEC standards, and company procedures.
  • Participate in audits, inspections, and safety reviews.
  • Ensure proper documentation of test records and commissioning reports.
  • Prepare daily, weekly, and monthly commissioning progress reports.
  • Maintain commissioning records, punch lists, test sheets, and completion dossiers.
  • Track commissioning milestones and report progress against project schedules.
  • Support preparation of energization dossiers and handover documentation.
  • Ensure all commissioning documentation is complete prior to project handover.

People Management

  • Coordinate testing and commissioning technicians, supervisors, and subcontractors assigned to projects.
  • Allocate testing activities and monitor productivity of commissioning teams.
  • Provide technical guidance and support to junior engineers and commissioning personnel.
  • Ensure compliance with safety and quality requirements among testing teams.
  • Support technical training and development of commissioning staff.

Product And Process Improvement

  • Identify opportunities to improve testing and commissioning procedures, workflows, and execution methodologies.
  • Support implementation of digital commissioning tools and automated testing solutions.
  • Participate in lessons learned and continuous improvement initiatives.
  • Recommend improvements to commissioning planning, reporting, and quality control processes.
  • Promote best practices in testing, commissioning, and system integration.

Eligibility Criteria

  • Bachelor’s degree in electrical engineering or Equivalent.
  • Minimum 5–10 years of experience in testing and commissioning of HV/EHV substations.
  • Proven experience in 132kV, 220kV, and preferably 400kV substations.
  • Experience with DEWA transmission and distribution projects is highly preferred.
  • Experience in GIS, AIS, protection systems, SCADA, RTU, and communication systems.
  • Experience in Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and energization activities.
  • Experience working with Siemens, ABB, GE, Schneider, and Reyrolle protection systems.
  • Familiarity with DEWA testing and commissioning procedures, safety requirements, and project handover processes.
  • DEWA TPD-4 Approval (Preferred).
  • DEWA Approved Testing & Commissioning Engineer (Preferred).
  • OEM Certifications for Protection Relays and SCADA Systems.
  • IEC 61850 Engineering Training.
  • High Voltage Testing Certification.
  • PMP Certification (Preferred).
  • HSE Training Certification.
  • Valid UAE Driving License (Preferred).
