Project and role

NTU International is identifying a Key Expert – Early Detection & Cancer Prevention Programs Expert (Category II) for an EU-funded technical assistance project.

The project supports institutional capacity and governance at the Syrian Ministry of Health, including performance, evidence-based decision-making, accountability, and sustainable capacity development.

The assignment is in Damascus, Syria, with an indicative start date of 9 December 2026 and a 14-month implementation period ending indicatively on 9 February 2028.

Assignment focus

  • Provide technical assistance to design, strengthen, and implement evidence-based cancer prevention and early-detection programmes.
  • Support national screening guidelines, clinical decision pathways, community awareness initiatives, health workforce training, and referral systems.
  • Translate evidence into operational screening algorithms, referral criteria, and monitoring indicators.
  • Develop community awareness and risk-communication approaches that support early care-seeking.
  • Design workforce training curricula and competency-based capacity-building packages.
  • Support functional referral links between primary healthcare and diagnostic or treatment facilities.
  • Facilitate technical working groups and multistakeholder consultations.

Qualifications and experience

  • Master's degree in Public Health, Epidemiology, Preventive Medicine, or a related field; alternatively, a medical degree with clinical or public-health specialization in Oncology or Family Medicine.
  • At least 7 years of professional experience in NCD prevention and control, with substantial cancer early-detection and screening programme experience.
  • Demonstrated ability to facilitate technical working groups and multistakeholder consultations.
  • Ability to turn epidemiological evidence into screening algorithms, referral criteria, and monitoring indicators.
  • Familiarity with health-promotion and behaviour-change communication for cancer prevention.
  • Experience designing or revising national screening guidelines and clinical pathways aligned with WHO and IARC recommendations.
  • Experience developing community awareness and risk-communication strategies, including in low-health-literacy or disrupted-access contexts.
  • Experience designing health-worker training on clinical breast examination, visual inspection methods, and referral triage.
  • Prior experience piloting cancer screening programmes and establishing referral links to diagnostic or treatment facilities is required.

Language and preferred experience

  • Professional working proficiency in English is mandatory, especially for technical documentation and international partner coordination.
  • Fluency in Arabic is highly desirable.
  • Experience in post-conflict, fragile, or early-recovery health systems is a strong asset.
