Delivery Manager

Role purpose

Delivery and construction execution

• Own assigned scope across corridor sections, yards, terminals, depots, civil works, track, and/or rail systems against scope, schedule, cost, and quality targets.
• Translate objectives into delivery plans, package strategies, and weekly and daily priorities; establish accountability across site teams and subcontractors.
• Lead construction readiness, mobilization, access, logistics, temporary works, method statements, work packs, permits, and sequencing.
• Remove productivity constraints involving materials, plant, labor, access, approvals, and design queries; manage rail construction staging safely.

Safety, quality, and interfaces

• Lead HSE compliance, toolbox talks, inspections, incident prevention, and corrective actions.
• Own quality outcomes, including inspections, non-conformance closure, punch lists, test packs, traceability, and commissioning or handback readiness.
• Resolve interfaces across track, civil works, signaling, telecoms, power, depots, terminals, level crossings, utilities, and third-party works.
• Maintain an interface matrix and coordinate permits, land access, utility diversions, and traffic management.

Planning, commercial, and closeout

• Maintain lookahead plans, execution schedules, progress measures, production reports, and constraint logs; lead recovery actions when results deviate from plan.
• Support change notices, claims, variations, and subcontractor performance evaluation using timely site records; minimize rework and non-productive time.
• Lead delivery meetings, coach package managers and supervisors, and report risks, mitigations, and decisions to the Project Director and client counterparts.
• Plan section completion, testing readiness, commissioning support, staged handovers, and closeout documentation.

Required skills and experience

• Strong delivery or construction management track record on major infrastructure projects; rail experience is preferred, with freight or heavy-haul rail preferred.
• Ability to lead complex site execution with multiple contractors and high interface density.
• Strong planning, production management, lookahead, constraint removal, and progress reporting capabilities.
• Proven site-based HSE and quality leadership; excellent stakeholder management and communication across multicultural teams.
• Bachelor’s degree in Civil Engineering, Construction Management, Rail Engineering, or a similar field.
• Valid driving license and willingness to travel or stay near remote sites as required.

Desirable experience and qualifications

• Experience delivering projects in Saudi Arabia or the wider Middle East is desirable.
• Familiarity with rail systems integration and commissioning readiness is desirable.
• Experience in FIDIC/PMC environments and with supervision consultants is desirable.
• Professional registration and/or safety leadership training is desirable.
