Role overview

Manage civil and structural aspects of fuel-terminal, storage-tank, and pipeline projects across the UAE.

Cover the project lifecycle from site assessment and design review through tendering, construction, commissioning, handover, and close-out.

Deliver projects safely within budget, schedule, and quality requirements.

Engineering and design coordination

  • Conduct site surveys to define scope, constraints, quantities, interfaces, execution plans, costs, and schedules.
  • Review civil and structural designs, drawings, calculations, and specifications for compliance, safety, durability, constructability, and maintainability.
  • Assess brownfield conditions, underground services, tie-ins, hazardous areas, operational clearances, and terminal-operation impacts.
  • Prepare and review scopes, design criteria, BOQs, specifications, drawings, material requirements, method statements, and ITPs.

Tendering and project delivery

  • Support tendering, procurement, technical bid evaluations, and contractor assessments.
  • Supervise contractors and consultants, monitor progress, resolve site issues, and coordinate with operations, maintenance, HSEQ, mechanical, and electrical/automation teams.
  • Track schedules, costs, risks, quantities, and recovery plans; review claims, variations, measurements, and payment requests.
  • Coordinate permits, NOCs, inspections, authority approvals, shutdowns, site access, testing, and reinstatement.
  • Complete handover with punch-list closure, as-built documentation, inspection records, warranties, and asset data verification.

Quality, safety, and environment

  • Implement QA/QC requirements, inspect civil works, verify testing, and manage non-conformities and corrective actions.
  • Enforce permit-to-work and safety procedures for excavation, lifting, hot work, confined spaces, working at height, and work near live fuel systems.
  • Manage engineering changes and technical queries affecting asset integrity, foundations, drainage, firewater, and safe access.
  • Address wastewater, contamination, waste disposal, dust, and spill-prevention requirements; stop or escalate unsafe, defective, or non-compliant work.

Reporting and coordination

  • Prepare daily and weekly progress reports covering progress, manpower, constraints, HSEQ observations, photographs, and action plans.
  • Respond to technical queries, RFIs, procurement clarifications, and project correspondence.
  • Maintain drawings, inspection reports, meeting minutes, site instructions, change logs, and correspondence.

Qualifications and experience

  • Bachelor’s degree in Civil Engineering.
  • Minimum 7 years of civil/structural project engineering experience, including 3 or more years in fuel terminals, oil and gas, pipelines, ports, utilities, or heavy industrial infrastructure.
  • Experience in brownfield projects, site execution, contractor management, design reviews, and project delivery.

Technical requirements

  • Knowledge of reinforced concrete and steel structures, foundations, drainage, earthworks, storage tank foundations, bund walls, pipe racks, loading gantries, pipelines, and construction QA/QC.
  • Experience reviewing IFC drawings, BOQs, technical submittals, ITPs, schedules, progress reports, and project documentation.
  • Understanding of permit-to-work, excavation safety, SIMOPS, engineering change management, and HSE requirements.
  • Experience coordinating permits, approvals, and inspections with municipalities, Civil Defense, ports, free zones, utility authorities, or other regulators.
  • Proficiency in AutoCAD, MS Office, Primavera P6 and/or MS Project, and planning/reporting tools.
  • PMP certification or formal project management training is an advantage.
  • Valid UAE driving license and willingness to travel to project sites within the UAE.
