The COO is the most senior operational hire on the platform, sitting directly below the Managing Director.
This person runs the day-to-day execution of all three infrastructure platforms on behalf of the MD, freeing the MD to focus on DFI
relationships, concession origination, and group-level strategy.
This is a builder's role — not a corporate manager's role.
The COO will be on the ground, holding project teams
accountable, managing government interfaces, and driving each platform from development through to operational
delivery.
Platform Oversight
- Oversee day-to-day execution across the three business platforms simultaneously.
- Chair weekly cross-platform progress reviews
- Escalate to the MD on strategic decisions, material risks, and government relations only — manage everything
- below that threshold independently.
- Ensure all platforms are tracking to milestone, budget, and lender covenant requirements.
Team Leadership
- Line manage the Group Financial Controller, Technology & Systems Lead, Legal & Compliance Lead, and India
- Head directly.
- Hold project-level leads accountable through structured reporting and weekly cadence.
- Build and maintain a high-performance, multi-jurisdiction team across Dubai, Tanzania, DRC, and India.
Epc & Construction Oversight
- Oversee EPC contractor selection and contract award
- Ensure design consultants deliver milestones on time and to budget.
- Manage Phase 1A and 1B construction sequencing, HSE compliance, and quality assurance.
Experience
- Minimum 15 years in infrastructure, ports, logistics, or PPP concession delivery — with at least 5 years in a senior
- leadership role.
- Demonstrable track record of taking a large-scale infrastructure project from development through to operational
- delivery in Africa.
- Experience managing development finance institution relationships and navigating lender covenants and project
- finance structures.
- Prior exposure to dry ports, ICDs, port terminals, or multimodal logistics hubs strongly preferred.
- East Africa experience is essential
