Background & Role Overview
The purpose of the Country Management Office (CMO) is to provide support to our projects within KSA and support and develop the running of the business in country.
The CMO provides support to ensure that CTRD Arabia operates legally, efficiently and profitably.
The CMO provides centralised support to the projects for administration, local operations and compliance.
The Business Operations Specialist works across a number of areas, including Business Continuity & Resilience, Occupational Health & Safety and Procurement.
The Business Operations Specialist is responsible for accurate record keeping, maintaining frameworks and processes and process alignment, as well as maintaining and supporting business continuity.
They are supported by the Group Operations Manager and the CMO business manager and head of business services who own accountability and responsibility.

Hours of Work
40 per week
Business Continuity & Resilience
- Maintain the Business Continuity Management System.
- Identify critical business functions and dependencies through Business Impact Analysis.
- Assess risks and resilience gaps impacting people, assets, operations, and supply chains
- Develop, test, and maintain Business Continuity Plans and Disaster Recovery Plans
Incident & Crisis Management
- Support and maintain crisis management and escalation frameworks
- Support recovery activities and restoration of critical services
- Capture lessons learned and drive post-incident improvements
Training, Testing & Awareness
- Conduct regular plan testing and scenario exercises to validate readiness
- Promote business continuity awareness across the organisation
Governance, Audit & Compliance
- Confirm compliance with internal policies, contractual obligations, and regulatory requirements
- Maintain auditable documentation for BIAs, risk assessments, plans, and exercises
- Support internal and external audits and manage corrective actions
- Report resilience status, risks, and maturity to senior management
- Review and update continuity plans following organisational, regulatory, or operational changes
Health & Safety Management
- Support the implementation of the Occupational Health & Safety Management System
- Identify hazards and review risk assessment.
- Onboard any new employees or consultants into Operational health and safety local requirements.
- Ensure safe systems of work, procedures, and controls are in place and applied
Incident Management
- Lead the reporting, investigation, and analysis of accidents, incidents, and near misses
- Ensure corrective and preventive actions are implemented and tracked
- Support emergency preparedness and response arrangements
Training & Competence
- Track delivery of OHS training, inductions, and competency requirements
- Promote a positive safety culture and workforce engagement in OHS matters
Monitoring, Audit & Reporting
- Support inspections, audits, and performance monitoring activities
- Maintain accurate and auditable OHS records and
- Report OHS performance, trends, and risks to the Health and Safety committee
Procurement
- Supplier resourcing - Source, evaluate, and manage suppliers, ensuring value for money and compliance
- Approvals – making sure they are followed correctly.
- Delivery tracking for smaller items
- Lead RFQs/RFPs, bid evaluations, contract awards, and supplier performance management
- Track procurement spend, and support cost efficiency
- In the CMO.
- Ensure compliance with internal policies, legal, regulatory, and ethical requirements.
- Support the small ratio of import and export of goods into and out of KSA in compliance with KSA regulations
- Support the Procurement Officer to ensure all required licences, permits, approvals, and customs documentation are in place (e.g. HS codes, certificates of origin, customs declarations) and handle any in person KSA requirements.
Essential
- Fluent in Arabic and English
- Experience operating under KSA H&S legislation.
- Experience in emergency preparedness and response
- Experience in KSA specific import & export, dual use, compliance, procurement and supply chain
- Excellent administrative and organisational skills.
- Excellent written and verbal communication skills.
- Sensitive security environment/framework experience.
- Very good MS Office skills.
Desirable
- NEBOSH General Certificate (or equivalent)
