Job Purpose
Candidate to play a key role in the risk management function and overall capital management process at FAB by leading the ICAAP, Internal & Regulatory Stress Testing exercises, Recovery and Resolution plan framework both at Group level and International locations and regulatory reporting pertaining to the same and institutionalize a robust capital management framework across the group, ensuring the identification and management of related capital and portfolio risks to maintain financial strength and flexibility in compliance to internal and external policies, procedures and regulations. Liaise with internal, external auditors as well as Regulators pertaining to review and closure of observations pertaining to the above areas. Provide trainings to internal stakeholders to ensure efficient capital utilisation across Group as well as Guidance to International teams for their local submissions.
Group-Wide Icaap & Internal Stress Testing Framework
- Oversee group-wide fulfilment of Basel III Pillar II related regulatory requirements pertaining to ICAAP reporting and Stress testing requirements- Coordination with all stakeholders regarding ICAAP inputs
- Preparation of the FAB Group ICAAP with relevant disclosures and Pillar II risk quantification
- Review of Stress testing projections under multiple macro-economic & idiosyncratic scenarios. Management and reverse stress test scenarios to be incorporated as required
- Internal assessment of Pillar I capital charge using advanced approaches for Credit & Market Risk; Capital planning projections in liaison with relevant stakeholders
- Communication & approval of the HO ICAAP from relevant stakeholders and submission of the finalized report to CBUAE as per regulatory timelines
- Enhancement of ICAAP reporting by addressing the internal and regulatory audit observations as well as work towards identification of opportunities for continuous improvement basis best practices
- Institutionalization of Pillar II (ICAAP) and associated stress testing process - Review of internal Pillar II & Stress testing assessments at FAB Group level as per the approved framework on a quarterly basis
- Development of common ICAAP & Stress testing methodology across the FAB group (subject to regulatory differences)
- Models ownership and lifecycle management pertaining to Pillar II, Stress testing & Capital forecasting models.
- Review of International ICAAP reports, RRP exercises and Stress testing calculations
Regulatory Stress Testing Framework
- Fulfilment of FSU Stress testing requirements on an annual basis- Liaison with CBUAE for relevant queries and approvals required to perform the exercise
- Coordination with all stakeholders regarding FSU Stress testing inputs
- Preparation of FSU Stress testing assessment report at FAB Group level as per the CBUAE approved framework within regulatory timelines
- Addressal of the review comments received as well as any additional requirements as per CBUAE guidelines
- Liaise with consultants for the independent validation of the stress testing exercise
- Presentation of the Stress testing and Validation results to Senior Management
- Approval of the Stress testing report from authorized signatories for submission to the CBUAE
Recovery & Resolution Planning
- Development of Recovery & Resolution planning (RRP) framework for FAB Group as per CBUAE / International guidelines
- Annual review and update of the RRP framework as per group organization structure, applicability and regulatory guidelines
- Communication with all relevant stakeholders regarding their roles and responsibilities as per the approved framework
- Presentation of the RRP framework results to Senior Management. Approval from GRC & BRESGC for the RRP framework at the FAB group level
- Enhancement of RRP by addressing the internal and regulatory audit observations as well as work towards identification of opportunities for continuous improvement basis best practices
Policies And Procedures Framework
- Development & implementation of policy framework for capital management for FAB Group comprising of ICAAP policy & Pillar II & Stress testing methodology
- Review of related risk policies including Capital Management policy, Risk Appetite policy, CIB and PB Credit policy, Market risk policy etc. and (iii) Operational policies and product programs viz. Wholesale banking credit policy, Consumer banking product programs etc. across the Group
- Development & implementation of procedures framework for capital management for FAB Group comprising of Credit Concentration SOP, Credit Stress testing SOP and ICAAP SOP
International Branches And Subsidiaries Support
- Review the ICAAP / Stress testing submissions of international branches / subsidiaries and approving the same from a risk and methodology perspective
- Review the RRP framework of international branches / subsidiaries and approving the same from a risk and methodology perspective
- Provide technical expertise / guide the branches in the development of reports to satisfy local regulatory requirements
- Review of International addendums to policies related to Capital Management
Management Committee Presentations & Mis Reporting
- Preparation of presentations for BRESGC, GRCC & GCRO on quarterly basis with respect to ICAAP related reporting & capital planning, for management to take informed decisions
- Preparation of capital management bulletin from Pillar II & Stress testing perspective on a quarterly basis
- Preparation of CAR projections on a frequent basis and other details, adhoc stress tests, presentations as required by senior management
- Regulatory, Internal and External Audit Support and Remediation
- Liaison with the regulators regarding supervisory review process and ICAAP defence, provide responses on the queries / observations and work on the remediation of the accepted observations
- Liaison with internal and external auditors for ICAAP review and responses / addressal of the observations
Stakeholders Training
- Conduct trainings for businesses / other stakeholders as per their requirements for them to have better understanding on the overall capital requirements and for efficient utilisation of capital across FAB Group
Automation Projects And Continuous Improvement
- Work towards automation of the Pillar II & Stress testing computations in liaison with relevant vendors post budget approvals as well as internally with Group IT
- Maintain technical knowledge and a comprehensive understanding of Basel III frameworks, related laws and an appreciation of country specific regulatory regimes such as Central Banks
- Work towards identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards and productivity improvement
Minimum Qualifications
- Post Graduate degree in Business / Finance preferred
- CFA / FRM certifications would be preferred
Minimum Experience
- 12-15 years in a bank with at least 8-10 years of Risk Management experience
