Role overview

Technical leadership and delivery

• Leads Technical Managers, engineers, and draftsmen; establishes technical standards, procedures, and design review frameworks.
• Oversees design development and reviews from concept through construction and handover; approves key design submissions, shop drawings, and technical submittals.
• Ensures compliance with project specifications, UAE codes, international standards, and requirements of authorities including Dubai Municipality, Civil Defence, DEWA, and ADDC.
• Oversees authority approval strategy, including NOCs, permits, and critical submissions.
• Leads constructability reviews and value engineering; resolves complex technical issues and manages portfolio-level technical risks.
• Oversees QA/QC governance and follow-up of technical non-conformances.
• Manages consultant, client, contractor, and authority relationships and represents the company in senior technical meetings.
• Advises senior management on risks, feasibility, constructability, and innovation; supports tenders, procurement, and material and system selection.
• Builds PMO capability through mentoring, succession planning, training, and performance management.

Education and experience

• A bachelor's degree in Civil Engineering or a related engineering discipline is mandatory; a master's degree is advantageous.
• Requires at least 15 years of construction and engineering experience, including at least 8 years in senior technical leadership.
• Requires a track record leading technical delivery of large-scale residential, high-rise, commercial, or infrastructure projects in the UAE.
• Requires experience overseeing multiple projects or a portfolio within a PMO, developer, or main contractor environment.

Required skills and knowledge

• Expert knowledge of construction standards, codes such as ASTM, BS, and ACI, local codes, materials, and building systems.
• In-depth understanding of UAE authority approval processes and regulatory requirements.
• Strong expertise in design management, constructability, value engineering, and technical risk management.
• Requires strategic thinking, decision-making, problem-solving, leadership, communication, presentation, and senior stakeholder management.
• Familiarity with AutoCAD, Revit, Navisworks, STAAD, ETABS, or similar engineering and BIM tools.

Preferred qualifications

• Experience in complex villa communities, roads and infrastructure, or MEP-intensive projects is preferred.
• Professional chartership or registration such as PE or Chartered Engineer, and PMP certification, are preferred.
• Familiarity with ISO 9001 or ISO 45001 systems and knowledge of LEED, Estidama, or Al Sa'fat are preferred.

Work environment

• The role includes regular site visits and client and authority engagement alongside office-based strategic work.
• The role involves working with diverse organizational cultures and performing under pressure and changing project demands.
