Role overview

The Department of Justice and Community Safety is recruiting a Technical Business Analyst and Project Support Officer in the Emergency Management Technology and Data division.

The role supports Emergency Management Victoria and its emergency-sector digital platforms and services.

About the role

  • Manage requirements through investigation, analysis, clarification, prioritisation, documentation, and traceability using methods suited to the project.
  • Facilitate scoping and prioritisation of large or complex changes, engaging senior stakeholders as required.
  • Lead requirements gathering across a multi-agency emergency-sector ecosystem, including CFA, FRV, VICSES, and Triple Zero Victoria.
  • Drive project planning, coordination, and delivery activities.

Candidate requirements

  • Strong verbal and written communication, influencing skills, technical expertise, business analysis understanding, and ability to plan complex scoping and requirements work.
  • Demonstrated project management principles and methodologies; highly organised, with leadership and mentoring ability.
  • Bachelor's degree in IT, business, or a related field; BRM or business analysis certification is a plus.
  • At least 5 years in business analysis, with delivery experience on data, digital infrastructure, or complex transformation projects.
  • Proficiency with Jira or Azure DevOps and process design or mapping applications such as Visio or Lucidchart.
  • Must be willing to comply with public-sector security clearances and emergency standby provisions under the VPS Enterprise Agreement.

Term and compensation

  • Fixed-term, full-time opportunity for 2 years, with possibility of extension.
  • VPS Grade 5 salary is $116,413–$140,849 per year, plus superannuation.

Emergency Management Victoria coordinates Victoria's emergency management system and integrates policy, strategy, operational coordination, and planning across the sector.

The Emergency Management Technology and Data division delivers and manages digital platforms and infrastructure for emergency-sector organisations.
