Technical Business Analyst

Role overview

Essential duties

• Develop requirements-management and business-process practices and provide production support.
• Lead analysis and evaluation of reports, resource documents, and surveys; own the Business Requirements Documents process.
• Analyze systems, programs, policies, and organizational processes and recommend enhancements.
• Improve customer service, efficiency, and quality; analyze operational data, solve complex problems, and evaluate operational effectiveness.
• Research operational documentation and perform gap analysis; liaise between business operations and systems teams on program and contractual changes.
• Communicate project status, risks, and issues; monitor business-analysis activities and advise project teams.
• Gather and validate requirements and create proofs of concept, concepts of operations, user stories, diagrams, and process flows.
• Coordinate data calls, task and milestone tracking, project documentation, reports, executive briefings, and schedules.
• Track risks, dependencies, release schedules, and change requests; support release planning and ensure IRS security compliance.
• Facilitate meetings, distribute minutes, support senior staff and program managers, and collaborate with internal and external partners.

Minimum requirements

• Ability to work with multiple development teams across geographic locations; experience with online communication tools such as Microsoft Teams or Zoom.
• Bachelor's degree or equivalent education, technical training, or work experience.
• At least seven years of experience with a bachelor's degree and at least seven years working in a project-management capacity.
• Knowledge of federal information security policies, standards, procedures, directives, and risk-management processes.
• Must meet requirements to obtain and maintain IRS MBI clearance; active IRS Moderate Risk MBI is a plus.
