Job Purpose
The Strategic Growth & Business Planning Manager supports the identification, development, and structuring of strategic growth opportunities for Hafeet Rail, with a focus on business cases, facilities development, expansion opportunities, strategic partnerships, and new business concepts.
The role is responsible for translating early-stage ideas, customer needs, market opportunities, and strategic priorities into structured business cases, concept papers, executive presentations, partnership proposals, and implementation roadmaps.
The position plays a key role in shaping opportunities related to freight facilities, terminals, logistics services, industrial developments, customer-led solutions, ancillary services, and future expansion initiatives across Oman and the UAE.
Strategic Growth And Opportunity Development
·
Identify and develop new growth opportunities aligned with Hafeet Rail’s strategy, market positioning, and long-term expansion plans.
·
Explore new ideas, business concepts, facility opportunities, customer-led solutions, and partnership models across Oman and the UAE.
·
Translate early-stage opportunities into structured concept notes, opportunity briefs, business cases, and implementation roadmaps.
·
Assess the strategic fit, market relevance, customer value, implementation requirements, risks, and business potential of new opportunities.
·
Support the prioritization of opportunities based on value, feasibility, urgency, strategic importance, stakeholder interest, and implementation complexity.
Business Case Development And Planning
·
Lead the development of business cases for new facilities, terminals, logistics services, expansion initiatives, and strategic partnerships.
·
Structure business cases to clearly present the opportunity, rationale, market need, operating concept, partnership approach, required actions, risks, dependencies, and recommended way forward.
·
Coordinate with internal departments to gather and validate commercial, operational, infrastructure, legal, procurement, financial, and delivery-related inputs.
·
Develop practical recommendations for management review, or external stakeholder engagement when required.
·
Ensure business cases are well-structured, realistic, supported by relevant inputs, and aligned with Hafeet Rail’s strategy and implementation capacity.
Partnerships And Business Development
·
Identify, assess, and develop strategic partnership opportunities with customers, ports, freezones, industrial players, logistics companies, developers.
·
Support the development of partnership models, collaboration frameworks, commercial concepts, and joint development opportunities.
·
Prepare partnership proposals, discussion papers, meeting materials, and stakeholder engagement documents.
·
Coordinate with internal teams to assess partner requirements, potential commitments, operating interfaces, land or facility needs, and commercial considerations.
·
Support workshops, negotiations, and discussions with potential partners by preparing clear materials, options, and recommendations.
Facilities Development And Expansion Planning
·
Support the development and assessment of rail-related facilities, including freight terminals, intermodal facilities, bulk terminals, breakbulk areas, logistics zones, and supporting infrastructure.
·
Assess facility opportunities based on customer demand, land availability, infrastructure readiness, operational requirements, market potential, implementation complexity, and strategic fit.
·
Support the development of phased facility concepts, development plans, operating models, and commercialization pathways.
·
Assess opportunities linked to Al Ain, Sohar, Al Buraimi, industrial zones, ports, freezones, and other strategic locations.
Strategic And Business Planning Support
·
Support the development and update of Hafeet Rail’s strategic plans, business plans, growth plans.
·
Support the alignment of growth opportunities with Hafeet Rail’s commercial strategy, operational readiness, infrastructure plans, and shareholder priorities.
·
Develop implementation roadmaps for approved opportunities and support handover to relevant delivery teams.
·
Contribute to the continuous identification of new ideas, expansion areas, and value creation opportunities.
Executive Presentations And Decision Materials
·
Prepare high-quality presentations, concept papers, business case documents, management papers, Board materials, shareholder updates, and strategic briefing notes.
·
Translate complex opportunities into clear, simple, and compelling narratives for senior decision-makers.
·
Develop visual, structured, and executive-ready materials that clearly communicate the opportunity, strategic logic, options, risks, dependencies, and recommended way forward.
·
Support the preparation of reports, dashboards, decision papers, workshop materials, and executive summaries.
·
Ensure all materials are accurate, well-structured, consistent, and aligned with Hafeet Rail’s strategic priorities.
Knowledge, Skills, and Experience
·
Bachelor’s degree in Business Administration, or a related field.
Master’s degree or MBA is preferred.
·
8+ years of experience in strategy, business planning, consulting, infrastructure development.
·
Strong experience in developing business cases, concept papers, partnership proposals, management presentations, and executive decision materials.
·
Strong strategic thinking, business planning capability, commercial awareness, and ability to identify and structure new growth opportunities.
·
Good understanding of infrastructure, logistics, transport, terminals, industrial zones, ports, rail, or large-scale development projects is preferred.
·
Ability to assess opportunities from a market, customer, operational, infrastructure, partnership, and implementation perspective.
·
Strong PowerPoint and Excel skills, with the ability to prepare clear, structured, and executive-level materials.
·
Ability to translate complex ideas into simple, practical, and actionable recommendations.
·
Strong stakeholder management, coordination, and communication skills.
·
Ability to work across multiple teams and manage several opportunity workstreams in parallel.
·
Strong written and verbal communication skills in English.
Arabic is preferred.
·
Creative, proactive, and able to bring structure to new ideas and ambiguous opportunities.
·
High attention to detail, quality, and consistency of output.
