Senior Technical Coordinator (UAEN)

About This Role

Job Purpose

Responsible for managing Hafeet Rail NOCs in the UAE, in coordination with the Head of Technical Coordination, and review/endorse third party NOCs in order to serve and accommodate the needs and requirements of Hafeet Rail projects from a network related perspective, in accordance with established policies and procedures in order to safeguard Hafeet Rail infrastructure and operation and to minimize any workflow disruptions and delays to allow projects to progress smoothly.

Principal Accountabilities

• Manage the Coordination with Government Institutions to acquire the land for construction of railway, depot and facilities.
• Coordinate and follow up with stakeholders to obtain and collect data that support the design of infrastructure for Hafeet Rail projects and potential Customers.
• Manage the coordination with Etihad Rail stakeholder and technical coordinators.
• Provide technical support in the development of the NOC works design criteria, procedures and special provisions by providing all the required documentation where deemed appropriate.
• Ensure Stakeholder satisfaction by responding promptly to their queries and providing all data requested within the role capabilities.
• Manage the Consultants/Contractors in obtaining all the required NOCs in a timely manner from internal and external stakeholders pertinent to Hafeet Rail's network, in order to ensure a seamless workflow and reduce the likelihood of bottlenecks that could impede progress.
• Engage in periodic reviews to understand and challenge delivery progress against remit.
• Communicate progress status against defined milestones and expectations to stakeholders and relevant government entities putting contingency measures in place if required.
• Manage the coordination between the CAD operator and the NOC engineers in order to more effectively prepare adequate draft responses to NOC requests that are received, in line with sets of internally established policies and procedures.
• Maintain the incoming and outgoing NOC trackers by initiating the opening and closing of new requests and tasks, in line with the needs and requirements of Hafeet Rail
• Ensure third parties NOCs are adequately established and do not adversely impact Hafeet Rail's projects when constructed, in accordance with agreed upon standards and protocols
• Monitor existing and adopted NOCs from stakeholders and perform periodic checks to ensure that expired NOCs are renewed in a timely manner in order to maintain compliance with sets of internally establisihed policies and procedures
• Coordinate the e-NOC and GIS system development and continuously carry out maintenance and upgrades to ensure all systems are up to date and are performing and delivering as per the needs and requirements of Hafeet Rail
• Build effective relationships, (internally & externally) to balance the requirements of Hafeet Rail. Champion the interests of Hafeet Rail, customers and stakeholders acting as one of the key points of contact.
• Working with the project manager to specify how the project portfolio is going to be delivered, expected milestones and associated timescales, resource requirements, risks & issues and funding needs/ sources.
• Attend meetings with stakeholders to discuss facilities design and planning application submission procedures as required by project managers and ensure NOCs received can be easily interpreted, translated adequately and are accurately defined to minimize the likelihood of adverse impact on running projects
• Progress cost efficiencies and process improvements across the project portfolio to meet control period targets.
• Maintain the SLR by storing data received from stakeholders and incoming NOC requests effectively to allow the information to be easily accessed and provide administrative support to the projects team pertinent to stakeholder management (i.e. preparing letters, translation, arrange for meeting).

General:

• Provide assistance to Hafeet Rail's other business units on issues pertinent to job function; participate in performing routine checks and inspections to ensure the highest safety and quality standards are being maintained if required.
• Take care of health, safety and environmental impact both personally, and for others who may be affected in the workplace. Cooperate with the company and co-workers to help everyone meet their legal and company requirements.
• Adapt to, and participate in, any programs/changes in Hafeet Rail including but not limited to strategic initiatives, operational initiatives and performance uplift tasks; conduct any relevant work that may result from these changes as an integral part of this job description and employment contract.
• Help support the organization in extraordinary events such as claims by contractors, dispute reviews and participation in arbitration.
• Perform any other activity as required by the company both at the company premises and remotely when requested by the company.
• Proactively seeks out information that is relevant to job role whether internally or externally to efficiently and effectively deliver. Remains up to date with context of the Company and the role within it to provide insight on potential opportunities and/or challenges.
• Contribute to the execution and delivery of any activities as and when required to ensure the continuity of work in the absence of other colleagues.

Knowledge, Skills, and Experience

Academic Qualifications:

• Bachelor degree. Preferable Master, in Engineering (preferable) or Business Administration.

Experience:

• Minimum 5 years of Relevant Experience.

Other Skills:

• Proficiency is both English and Arabic.
• Certifications, such as CIA, CPA desirable.
