Role overview

Process analysis and improvement

• Provide expertise in continuous process improvement, organizational redesign, change management projects, and performance measures.
• Define and develop business processes, policies, roles and responsibilities, and performance metrics.
• Conduct current-state and gap analysis, benchmarking, best-practice identification, organizational assessment, and related analysis.
• Plan and implement process improvements, including future-state design, change management, and transition planning.
• Interface with customer, computer services, and client services project areas.

Quality, compliance, and client work

• Oversee quality programs, systems, processes, and procedures to support compliance and performance quality.
• Interpret policies, regulatory and governmental regulations, and agency guidelines; work with operating entities to meet requirements.
• Coordinate with business and technology teams to ascertain system requirements and conduct client interviews.
• May deliver presentations and training on measurement, analysis, improvement, and control, and may perform cost-benefit analysis.

Scope and delivery

• Work independently under general direction, establish approaches to solutions, and contribute to program and project completion.
• Provide practical, thorough solutions to difficult technical problems and represent the organization in resolving project issues.
• Maintain frequent inter-organizational and external customer contacts; erroneous recommendations can cause program delays and substantial resource expenditure.

Education and experience

• Requires a bachelor’s degree and 20 or more years of experience, or a master’s degree and 10 or more years of experience.
• Requires a degree in engineering or a related scientific or technical discipline and a proven record of leading and delivering complex projects.
• Experience in multiple industries or sectors is beneficial.

Required expertise

• Requires proven knowledge of Agile and SAFe methods and their use in iterative delivery, portfolio alignment, collaboration, and scaling across large organizations.
• Requires expertise eliciting and documenting business requirements, business processes, and workflows.
• Requires proficiency creating functional specifications, user stories, use cases, and process flow diagrams.
• Requires experience with business modeling techniques and tools such as UML or BPMN, and proficiency with documentation tools such as Microsoft Visio, Lucidchart, or similar.

Preferred certifications

• Advanced certifications are preferred, such as CBAP, PMP, Six Sigma, Certified ScrumMaster, or SAFe Scrum Master.
