Senior Project Manager – International Digital Transformation Programs

Role overview

Program governance and delivery

• Lead programs above USD 20 million from initiation through closure.
• Develop and enforce plans for scope, WBS, budget, schedule, risk, quality, procurement, communications, and change management.
• Control baselines and contractual/PMO compliance; maintain RAID logs, SOW matrices, executive dashboards, and audit-ready records.

Technical oversight and team leadership

• Validate architecture, data flows, cyber controls, disaster recovery, API integrations, and cloud infrastructure.
• Translate business requirements into technical workstreams; lead design reviews, UAT, go-live readiness, and final acceptance.
• Manage teams of 20–100+ across engineering, cloud, QA, DevOps, operations, and vendors; set KPIs and accountability.
• Lead multicultural delivery across the GCC, Africa, Asia, and Europe, and recover failing projects.

Stakeholders, vendors, and compliance

• Present technical, schedule, risk, and financial information to ministers, senior government officials, aviation and border authorities, boards, and international partners.
• Manage vendors and subcontractors against KPIs, SLAs, penalties, and delivery obligations.
• Ensure compliance with ISO, NIST, ICAO, GDPR/PDPL, cybersecurity, and government requirements; lead acceptance and contract closure.

Required qualifications and experience

• PMP certification is mandatory; PgMP, PMI-ACP, and PRINCE2 Practitioner are preferred.
• Must have held a hands-on technical role such as software engineer, technical lead, cloud/infrastructure engineer, solutions architect, or network/security engineer.
• Must demonstrate real experience with cloud, microservices, APIs, integrations, DevOps/CI/CD, cybersecurity, encryption, PKI, IAM, DR/BCP, high availability, and NOC/SOC operations.
• Must document leadership of at least two programs above USD 20 million and delivery of large government or national systems.
• Must have multi-country and multicultural delivery experience, experience recovering a delayed or failing project, and a record of meeting deadlines, budgets, and KPIs.

Communication and leadership

• English is mandatory for executive communication, reporting, contract management, and presentations.
• Arabic and French are strong advantages; candidates speaking all three languages will be prioritized.
• Must demonstrate exceptional public speaking, structured communication of complex technical topics, decisive leadership, and influence with decision-makers.

Preferred attributes

• Strong financial management, including budgets, burn rates, forecasting, and ROI reporting, is preferred.
• Ability to travel internationally for extended engagements is preferred.
