• Identify gaps or inefficiencies in procurement processes and recommend solutions for automation, simplification, or enhancement.
• Lead or participate in procurement process improvement initiatives, including system upgrades, workflow standardization, or policy revisions.
• Stay updated on industry best practices and procurement innovations, applying relevant improvements to internal procedures.
• Occupational and workplace Health and Safety responsibilities:
• In addition to all job-specific responsibilities, all employees are required to adhere to all Basatin health, safety and environmental (HSE) policies, procedures, practices, and relevant legal and statutory health, safety and environmental requirements and obligations.

• Khidmah HSE department regularly updates existing and introduce new policies, procedures, and practices and each employee is personally responsible to ensure they stay updated and compliant with all such updates and new additions.
• Information Security responsibilities:

• Be aware of and fulfil their information security responsibilities
• Ensure whoever handles sensitive company information have taken the Security Awareness Training
• Know how to report a security incident (to IT ServiceDesk or InfoSec).
• Not Disable his/her OS firewall and/or Antivirus
• Restrict use to authorized purposes, Protect access accounts, privileges and associated passwords.
• Accept accountability of his/her individual user accounts, and maintain confidentiality

Qualifications

• Bachelor’s Degree in one of the following fields: Supply Chain Management/Procurement and Contracts or any related.
• **5–8 years**
• of progressive experience in procurement or supply chain management, with at least 2–3 years in a senior or supervisory role.
• Deep understanding of the end-to-end procurement cycle, including RFQs/RFPs, bid evaluations, contract negotiation, and supplier selection.
• Strong knowledge of local and international sourcing strategies, market trends, and cost benchmarking.
• Proven track record in strategic sourcing, tendering, contract negotiation, and vendor management for high-value or complex procurement needs.
• Proficient in drafting, reviewing, and managing procurement contracts, service
• agreements, and terms & conditions.
• Familiar with legal aspects of procurement, including contract law, Incoterms, and risk allocation.

• Skilled in negotiating favorable commercial terms, payment conditions, and delivery timelines.
• Proven ability to manage vendor relationships, conduct performance evaluations, and resolve disputes professionally.
• Strong commercial acumen with the ability to identify cost-saving opportunities and implement value engineering strategies.
• Ability to develop sourcing strategies aligned with business goals and sustainability targets.
• Advanced user of ERP systems such as SAP, Oracle, Microsoft Dynamics, or Maximo for procurement transactions and reporting.
• Competent in managing digital procurement platforms and e-tendering tools.
• Excellent written and verbal communication skills for interacting with vendors, internal stakeholders, and management.
• Capable of preparing clear procurement reports, vendor correspondence, and meeting documentation.
• Ability to analyze supplier quotations, market trends, and historical data to support decision-making.
• Skilled in preparing procurement performance dashboards and cost analysis reports.
• Sound knowledge of procurement policies, governance frameworks, and audit requirements.
• Committed to transparency, ethical sourcing, and anti-corruption principles.
• Capable of managing multiple procurement packages simultaneously while meeting strict deadlines.
• Organized, detail-oriented, and effective in prioritizing tasks and managing procurement workflows.
• Strong team player with experience mentoring junior staff and collaborating with cross-functional teams (finance, operations, legal, engineering).
• Willingness to lead or support procurement improvement initiatives and system enhancements.
• Flexible and resourceful in managing supply chain disruptions, urgent requests, or project-related challenges.
• Strong problem-solving skills with a proactive approach to risk mitigation and issue resolution.
