Role overview

Procurement strategy and sourcing

• Develop strategies, category plans, and sourcing programmes for operational services, facilities, and asset operations.
• Manage categories including facilities management, maintenance, engineering services, security, cleaning, waste, landscaping, and operational support.
• Recommend route-to-market approaches, contract packaging, and commercial models; identify value, resilience, quality, innovation, and efficiency improvements.
• Conduct market analysis, supplier research, and benchmarking.
• Lead end-to-end sourcing, tender management, evaluation, negotiation, contract award, and implementation.
• Prepare RFPs, tender documents, evaluation criteria, commercial schedules, and award recommendations.

Contracts and stakeholders

• Coordinate supplier engagement, bid clarification, evaluation teams, and compliant procurement processes.
• Support contract preparation and execution with legal, finance, technical, and operational teams.
• Manage supplier relationships, performance reviews, improvement plans, variations, renewals, claims, and disputes.
• Support mobilisation and transition; maintain contract records and monitor performance against KPIs, SLAs, and service standards.
• Advise stakeholders, facilitate workshops and evaluations, and resolve issues affecting procurement timelines or service delivery.

Governance and team delivery

• Ensure compliance with procurement policies, procedures, delegations, and governance requirements.
• Maintain procurement risks, approvals, audit support, registers, sourcing reports, and value-tracking information.
• Guide team members, coordinate concurrent procurement work, and quality-assure strategies, tenders, evaluations, and recommendations.
• Support the Procurement Director or Head of Procurement with reporting, planning, and strategic initiatives.

Required qualifications and experience

• Bachelor’s degree in Business Administration, Economics, or a related field; the posting also lists procurement, supply chain, business, finance, law, or engineering disciplines.
• 12+ years of diversified procurement experience on large global engineering and construction projects, including managerial experience.
• Significant procurement experience in city operations, facilities management, asset operations, or similarly complex environments.
• Strong sourcing and contract management experience across facilities management, maintenance, security, cleaning, waste, and operational support.
• Experience with supplier KPIs and SLAs, category management, procurement governance, recurring-services commercial models, and multiple concurrent projects.
• Demonstrated operational stakeholder support and experience engaging senior stakeholders and cross-functional teams.
• Experience in large-scale developments, smart cities, airports, or giga-projects is advantageous.
• CIPS or equivalent professional procurement qualification is preferred.
