Role overview

Technical project delivery

• Lead projects from requirements gathering and solution design through development, deployment, and client acceptance, meeting business objectives and SLA targets.
• Develop scalable cloud-native enterprise platforms on AWS and Azure using Infrastructure as Code and CI/CD.
• Evaluate emerging technologies and adopt improvements to delivery speed and operational efficiency.
• Apply agile methodologies to accelerate releases and reduce time to market.
• Plan AWS, Azure, or GCP migrations with measurable cost and efficiency outcomes.
• Implement microservices, event-driven messaging, and database architectures using technologies such as Kafka, Azure Service Bus, AWS SQS/SNS, PostgreSQL, and MS SQL.

Security, pre-sales, and leadership

• Implement cybersecurity protocols and UAE PDPL/GDPR compliance, conduct risk assessments, and support internal and external audits.
• Embed data privacy standards throughout solution design and deployment.
• Lead pre-sales, prepare RFP responses and proposals, and present solutions to government and institutional clients.
• Manage client and technology-partner relationships, vendor contracts, and SLA adherence.
• Coordinate cross-functional teams and external development partners; mentor staff and define development, testing, and deployment standards.
• Attend governance meetings and report project status and performance to senior leadership.

Experience and technical qualifications

• 8+ years in technology or software development, including 3+ years in senior or technical leadership.
• Proven enterprise cloud and AI/ML platform delivery for government or semi-government clients in the UAE or GCC.
• Demonstrated outcomes in cost reduction, efficiency, and on-time client acceptance.
• AWS and/or Azure cloud experience and Infrastructure as Code.
• Hands-on .NET/.NET Core development, enterprise application design, performance optimization, and secure coding.
• Experience with TypeScript and React; listed qualifications specify 3+ years with React.
• Experience with MS SQL and/or PostgreSQL; listed qualifications specify 5+ years with MS SQL/PostgreSQL.
• Experience coordinating teams, managing vendors, and supporting pre-sales and RFPs.
• Knowledge of UAE PDPL, GDPR, and cybersecurity frameworks applicable to government projects.
• Strong communication skills for technical and non-technical client audiences; UAE or GCC experience is mandatory.
• Bachelor’s degree in IT, Computer Science, or related field; UAE NQF Level 7 or equivalent, with overseas qualifications attested by UAE MOHE.

Technical stack and practices

• Cloud options include AWS Bedrock, Lambda, API Gateway, S3, EC2, OpenSearch, SageMaker, and CodeCommit; or Azure Container Apps, DevOps, Front Door, Application Gateway, and Key Vault.
• AI/ML technologies include computer vision with OpenCV, YOLO, RetinaNet, or EasyOCR; LLM/RAG with AWS Bedrock; MLOps with SageMaker or Azure ML; and CI/CD for ML pipelines.
• Other practices include microservices architecture, DevOps, Agile/Scrum, and security-first development.
• Claude Code experience is required for AI-assisted development, reviewing generated code, and mentoring responsible practices.

Preferred qualifications

• AWS Certified Solutions Architect, Azure Solutions Architect Expert, or an equivalent cloud certification is a plus.
• Experience with supercomputing, IoT platforms, or fleet management systems is a plus.
• Arabic language familiarity in a professional context is preferred; English is required.
