Role overview

Civil engineering and compliance

• Review, inspect, and oversee civil, enabling, and development works for compliance with approved plans, codes, Qatar requirements, and authority approvals.
• Monitor construction activity, BCC clearances, technical issues, and risks to public safety, neighboring properties, infrastructure, and development intent.
• Review submissions for excavation, shoring, dewatering, slopes, temporary works, site logistics, and monitoring; comment on method statements and documentation.

Maintenance and asset management

• Lead contractor civil works, performance management, KPI assessment, budgeting, operating costs, maintenance, and repairs.
• Support facilities teams and service providers with civil solutions, planned maintenance, safety procedures, service schedules, materials, testing, and fault-finding.
• Review plans, budgets, tenders, and preventive maintenance schedules; manage asset takeovers and advise on costs and maintenance frequency.

BCC and project support

• Coordinate civil review of BCC applications and confirm required information and supporting documents are complete.
• Inspect completed works and assess as-built drawings, approved revisions, site conditions, and outstanding civil observations.
• Support project managers and department heads with scopes of work, drawing reviews, meetings, site visits, evaluations, sketches, minutes, and follow-ups.

Required qualifications and experience

• Bachelor’s degree in Civil Engineering and at least 8 years of experience, including 5+ years of progressive experience in a similar role.
• Experience with the building completion certificate process is required; familiarity with the MME building permit system is required.
• Knowledge of Qatar/GCC real estate dynamics, regulations, building completion procedures, and real estate development or consultancy.
• Proficiency in CAD and related engineering software; valid MME/MMUP registration is required.

Desired capabilities

• Effective collaboration, communication, influence, stakeholder interaction, attention to detail, perseverance, and a proactive approach.
• Knowledge of authority engineering standards and manuals such as QHDM, QCS, QTCM, QTM, WZTM, QPCM, QPMP, and relevant design manuals.
• Experience with building permit or completion processes, inspection documentation, consultant/contractor submissions, and digital case-management systems is desirable.
