Role purpose

Establish Safety, Health, Environment and Security plans, processes, and procedures for QatarEnergy LNG’s mega NFPS project.

Support safe project execution in accordance with QatarEnergy LNG HSE&Q policies and procedures.

Project HSE&Q planning and assurance

  • Support NFE and NFPS projects in setting HSE&Q management expectations, safety activities, and resource requirements; assess onshore and offshore projects for improvement needs.
  • Develop early project management system plans and deliverables for studies through concept stage; support HSE tender requirements and contractor evaluations.
  • Support project staffing plans and execution tools, including recruitment, onboarding, and deployment of safety management resources.
  • Review and approve contractor HSE&Q systems and plans for the mega NFPS construction project, including safety, emergency response, environmental, and security plans.
  • Verify safety processes at NFPS project sites independently of the PMT and coordinate with PMT and HSE&Q subject-matter experts.

Performance, incidents, and preparedness

  • Advise management on the Project Safety Management System, HSE performance indicators, and stakeholder interfaces.
  • Maintain statistical databases and project roll-up reports; analyze leading and lagging KPI trends and devise improvement strategies.
  • Facilitate HIPO and recordable incident investigations, analyze root causes, and monitor corrective action plans.
  • Support NFE emergency response preparedness in coordination with the operating company and project sites.
  • Share safety focus areas, alerts, lessons learned, and best practices across corporate HSE&Q and major projects.
  • Monitor and apply industry and international SHE&S practices for large oil and gas capital projects.

Qualifications and experience

  • Degree in science, engineering, or management, with a formal qualification in SHE&S management.
  • 10 years of HSE&Q/SHE&S professional experience, including at least 3 years in supervisory roles.
  • Experience in oil and gas, construction, marine, or similar industries, managing HSE&Q for engineering, construction, and commissioning projects.
  • Experience with systems completions coordination, hook-up/commissioning, and start-up activities; worldwide experience with EPC contractors.
  • Experience implementing HSE&Q systems and building HSE&Q capability for new project construction and start-up.
