- Enforce and monitor PPE compliance across all offshore personnel.
- Ensure all personnel are adequately trained, competent and authorized for the operations which they are required to perform and kept informed of all relevant information to ensure their health and safety. Carry out appropriate induction training.
- Maintain awareness Sub-Contractor activities, interfaces and the associated risks.
- Ensure a safe working environment for employees under their control. Assist in all safety inspections to ensure that the workplace is maintained in a safe and tidy condition. Ensure as far as is reasonably practicable that the workplace is kept free of potential hazards.
- Ensure that risk assessments are carried out. Evaluate processes and activities for the presence of hazards. Assess record and control the subsequent risk to a tolerable level.
- Conform with the emergency procedures applicable to their place of work. Ensure that the workforce is aware of, and understands, the emergency procedures.
- Oversee preventative and remedial maintenance of all LSA and FFA equipment and systems.
- Oversee and monitors the effectiveness of onboard reporting of incidents, accident, near misses and non-conformances.
- Assist the onboard medic with the reporting of medical treatment injuries.
- Continuous improvement of emergency response plans.
- Assist the Master with the continuous improvement of the TOL SBMS.
- Ensure SBMS is updated with latest revisions.
- Ensure all emergency contacts are up to date.
- Identifies the need for and implements TOL SBMS training presentations to all personnel.
- Ensure that an effective “T Card” or personnel tracking system is in place onboard.
- Monitors the effectiveness of familiarisation and training.
- Oversee safety briefings of all non-seafaring personnel arriving onboard e.g. client’s personnel.
- Coordinate all safety activities with other safety stakeholders e.g. ensures permit to work used covers the requirements of client or dry-dock.
- Update muster lists, emergency plans and fire envelopes.
- Carrie out frequent checks of emergency communication equipment and maintains records of these tests.
- Ensure that the bridging document is reviewed for all safety, pollution and emergency response issues.
- Monitor the inventory of all FFA, LSA and oil spill response consumables.
- Keep register of all hazardous materials and up to date MSDS and ensures that they are assessed and control measures are in place for the safe use of them.
- Ensure all safety devices provided are utilized and maintained, protective equipment is worn, safety rules are observed and safe working practices applied. Ensure correct equipment usage, inspection and effective maintenance.
- Report and investigate all accidents and dangerous occurrences, including environmental incidents in the area of responsibility.
- Ensure that operations are conducted in compliance with health, safety and environmental legislation and Company policy, plans and procedures. Ensure workers under their control are kept informed of all relevant information to ensure their Health and Safety, and the protection of the Environment.
- Communicate HSE report and audit information to staff.
- Work with the provisions and guidelines of the Quality Assurance system in compliance with ISO 9001, 14001 & 45001.
- Mentor offshore personnel on quality principles and requirements of QHSSE.
- Other duties as directed by Telford Offshore line management from time to time.
- Understands any relevant procedures contained in the appropriate Quality Management Plans.
- Acts as member of emergency team as dictated by Muster List.
- Compliance with the Ship Security Plan.
- Continuous improvement of Ship Security Plan.
- Interact with port facility on security matters.
- Identify the need for security training.
- Collaborate with teams offshore and onshore when required.
