Role overview

Site safety and risk controls

• Conduct daily inspections, monitor construction activities, enforce safety procedures, report unsafe conditions, and stop work in the event of an immediate serious risk.
• Assist with risk assessments, Job Safety Analyses, and method statements; verify controls before work begins.
• Monitor high-risk work, including work at height, scaffolding, excavation, lifting, hot work, confined spaces, electrical work, demolition, and heavy equipment operations.
• Monitor Permit-to-Work activities and verify permits and precautions are properly in place.

PPE, training, and inspections

• Ensure workers use appropriate task-specific PPE; inspect it and report or replace damaged equipment.
• Conduct inductions, toolbox talks, and safety briefings; educate workers on hazards, safe practices, emergencies, and PPE, and maintain training records.
• Inspect scaffolding, ladders, excavations, electrical installations, firefighting and lifting equipment, tools, machinery, work-at-height equipment, site access, and housekeeping.
• Record inspection findings and follow up until corrective actions are completed.

Incident, emergency, and environmental duties

• Respond to incidents and near misses, assist with investigations, identify root causes, prepare reports, recommend corrective actions, and maintain records.
• Communicate emergency procedures, monitor exits, routes, assembly points, fire extinguishers, first-aid facilities, and emergency equipment; participate in drills.
• Monitor waste management, site cleanliness, and environmental hazards such as spills, improper disposal, and excessive dust.

Compliance and coordination

• Ensure compliance with UAE HSE requirements, project and client standards, and company policies; maintain required documentation.
• Coordinate with project managers, site staff, subcontractors, workers, clients, consultants, and authorities during safety work, inspections, and audits.
• Prepare daily, weekly, and monthly HSE reports; report serious safety concerns promptly and attend project and HSE meetings.
• Promote a positive safety culture throughout the project.

Qualifications and experience

• Diploma or bachelor's degree in Occupational Health and Safety, Engineering, Construction, or a related discipline.
• NEBOSH IGC, IOSH, OSHA, or equivalent HSE qualification is preferred.
• Relevant UAE construction safety experience is preferred.
• Valid UAE experience with construction-site HSE procedures and documentation; knowledge of risk assessment.
