The Resident Engineer – Instrumentation & Control (I&C) will be responsible for overseeing and managing all Instrumentation, Control Systems, Telecom, and SCADA-related engineering and construction activities at the project site.
The role ensures that all works are executed in compliance with project specifications, applicable standards, client requirements, safety regulations, and quality standards.
The incumbent will act as the primary technical representative on site for all I&C activities and coordinate with clients, contractors, vendors, and project stakeholders to ensure successful project delivery

Key Responsibilitie
s
Engineering & Technical Oversight
- Supervise and monitor all Instrumentation & Control construction, installation, testing, commissioning, and start-up activities.
- Ensure compliance with project specifications, approved drawings, procedures, and applicable international standards
- Review and approve contractor submissions, method statements, inspection test plans (ITPs), and technical documentation
- Verify installation of field instruments, control panels, analyzers, PLCs, RTUs, SCADA systems, communication networks, and associated equipment
- Ensure proper implementation of control philosophies, cause & effect diagrams, logic diagrams, and instrument loop drawings
- Monitor progress and provide technical guidance to site teams and contractors
- Identify technical issues and provide effective engineering solutions
Project Management & Coordination
- Act as the Client's Resident Engineer and focal point for all I&C-related activities
- Coordinate with multidisciplinary engineering teams including Process, Mechanical, Electrical, Civil, and Telecom disciplines
- Attend project meetings, progress reviews, technical discussions, and client coordination meetings
- Monitor project schedules and ensure timely completion of site activities
- Review contractor resource allocation and construction methodologies
- Support project planning and execution strategies
Construction Supervision
- Ensure construction activities comply with approved construction drawings and project requirements
- Conduct site inspections and witness critical installations and testing activities
- Verify calibration, installation, and commissioning of field instruments and control systems
- Ensure compliance with HSE requirements and permit-to-work systems
- Monitor contractor performance and recommend corrective actions when required
- Ensure punch list items are identified, tracked, and closed effectively
Testing & Commissioning
- Lead and witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), loop checks, functional testing, and commissioning activities
- Verify control system integration and communication interfaces
- Review commissioning procedures and test reports
- Ensure smooth system handover and project close-out activities
- Participate in plant start-up and performance testing activities
Quality Assurance & Compliance
- Ensure compliance with project QA/QC requirements
- Review and approve quality documentation and inspection records
- Monitor adherence to applicable international standards such as IEC, ISA, API, IEEE, and project-specific standards
- Ensure all activities are executed in accordance with approved quality plans
HSE Responsibilities
- Promote a strong safety culture at the project site
- Ensure all I&C activities comply with project HSE requirements
- Participate in safety audits, toolbox talks, and incident investigations when required
- Identify and mitigate potential safety risks associated with instrumentation and control systems
Documentation & Reporting
- Prepare and submit weekly and monthly progress reports
- Review as-built drawings and final project documentation
- Maintain records of inspections, testing, commissioning, and site activities
- Provide technical reports and recommendations to project management and clients
Education
- Bachelor's Degree in Instrumentation Engineering, Electronics Engineering, Electrical Engineering, Control Systems Engineering, or related discipline
Experience
- Minimum 15 years of experience in Instrumentation & Control Engineering
- Extensive experience in Oil & Gas, Utilities, Power, Water Transmission & Distribution, or Infrastructure projects
- Proven experience as Resident Engineer, Site Engineer, Lead I&C Engineer, or Construction Engineer
- Experience in EPC, PMC, Engineering Consultancy, or Owner's Engineer environments
• Valid TAQA T Approval (Mandatory)
- Strong knowledge of SCADA, PLC, DCS, RTU, and industrial communication systems
- Experience with testing, commissioning, and start-up activities
- UAE project experience preferred
- Strong understanding of applicable international codes and standards
