Project Procurement & Contract Head

Job purpose

Procurement and contracts

• Develop project-aligned procurement plans; identify savings; lead sourcing, tenders, bid evaluations, vendor selection, purchase orders, and timely delivery.
• Lead contract preparation, review, negotiation, award, administration, and closeout; monitor performance, obligations, payments, variations, claims, and disputes.
• Build supplier relationships and vendor evaluation systems; negotiate pricing and delivery, identify alternative suppliers, and plan for supply disruptions.
• Assess procurement and contractual risks, mitigate exposure, and escalate significant issues with recommendations.

Leadership, governance, and performance

• Lead and develop the procurement and contracts team and coordinate with project management, engineering, finance, quality, and logistics.
• Ensure compliance, fair tendering, approval controls, audit trails, documentation, and ethical procurement practices.
• Monitor budgets, commitments, expenditure, forecasts, cost variances, and commercial exposure; report procurement progress and performance.
• Establish KPIs, improve processes, analyze performance and lessons learned, and implement procurement systems and digital tools.

Education

• Bachelor's degree in Engineering, Business Administration, Supply Chain Management, Quantity Surveying, Commercial Management, or a related discipline.
• A master's degree or relevant professional certification in procurement, supply chain, or contract management is an advantage.
• CIPS, CPSM, RICS, or equivalent professional qualifications are desirable, depending on project sector.

Experience and expertise

• Extensive procurement, contract management, and commercial operations experience, preferably in project-based industries; experience leading functions for complex projects.
• Strong background in tendering, strategic sourcing, supplier negotiations, contract administration, and commercial risk management.
• Experience managing procurement budgets, subcontractor agreements, variations, claims, supplier performance, and cross-functional coordination.
• Strong negotiation, commercial evaluation, analytical, decision-making, communication, reporting, and stakeholder management skills.
• Knowledge of procurement procedures, contract terms, tender evaluation, contract administration, contractual documents, and commercial risk.
• Proficiency in ERP systems, e-procurement platforms, contract management software, and Microsoft Office.

Performance and interfaces

• Performance measures include cost savings, on-time procurement, compliance, supplier performance, contract administration, forecast accuracy, risk reduction, and team development.
• Works with project directors and managers, engineering, planning, cost control, commercial, finance, legal, compliance, QHSE, suppliers, subcontractors, consultants, and service providers.

Leadership profile

• The ideal candidate is commercially astute and results-oriented, with strong leadership, strategic thinking, sound judgment, and high ethical standards.
• Must balance cost, quality, contractual compliance, and project delivery under demanding schedules.
