Project Manager- Microtunneling, Infrastructure

Role Summary

Key Responsibilities

• Lead overall planning, execution, monitoring, and close-out of DM infrastructure projects, including roads, utilities, and microtunneling works.
• Manage scope, schedule, cost, quality, and HSE performance against contractual and corporate targets.
• Supervise Construction, QA/QC, MEP, NOC, and Dewatering leads, along with site and office engineering teams.
• Act as the main day-to-day point of contact with the client, consultant, Dubai Municipality, and other authorities.
• Drive weekly and monthly progress reviews; issue progress reports, look-ahead plans, and risk registers.
• Manage subcontractors and suppliers, including performance monitoring and coordination of interfaces.
• Oversee preparation and approval of shop drawings, method statements, ITPs, and technical submittals in line with DM codes.
• Review and action authority comments and NOC conditions to prevent delays.
• Manage project commercial matters including variations, claims, and payment applications in coordination with the commercial team.
• Enforce a strong HSE and quality culture across the project site.

Qualifications

• Bachelor's Degree in Civil Engineering or a related discipline.
• **Valid Dubai Municipality (DM) Certification is mandatory.**
• 10+ years of experience in infrastructure project delivery, with proven hands-on delivery of DM projects in the UAE.
• Strong experience across roads, utilities, drainage, and/or microtunneling works.
• Prior experience on stormwater, water tunnels, and STP (Sewage Treatment Plant) projects is highly preferred.
• PMP or equivalent project management certification is preferred.

Skills & Competencies

• Strong leadership and team management across site and office functions.
• Solid understanding of DM regulations, approval workflows, and authority coordination.
• Commercial awareness including FIDIC or equivalent contracts, change management, and claims.
• Excellent planning, scheduling, and risk management skills (Primavera P6 or equivalent).
• Strong communication, reporting, and stakeholder management skills.
• Hands-on, delivery-focused, and comfortable operating in a fast-paced site environment.
