The Role
Lead delivery of a multi-billion SAR railway infrastructure project based on site in Western Saudi Arabia.
Provide strategic and operational leadership across the full project lifecycle with clients, consultants, JV partners, contractors, and internal teams.
The project includes track, stations, depots, earthworks, structures, roads, utilities, drainage, MEP, landscaping, and specialist railway systems interfaces.
Key Responsibilities
- Set project direction, delivery strategy, governance, mobilisation, and organisational structure.
- Own programme, cost, quality, HSE, delivery, commercial performance, risks, and contractual obligations.
- Lead multidisciplinary teams and coordinate design, construction, railway infrastructure, and specialist systems interfaces.
- Manage programmes, milestones, subcontractors, suppliers, consultants, clients, authorities, and project partners.
- Maintain HSE, quality, environmental, regulatory, and contractual standards and provide senior management reporting.
- Lead construction, testing, commissioning, and handover activities.
Essential Requirements
- At least 20 years of professional experience in major infrastructure, construction, transportation, or railway projects.
- Experience leading large-scale, multi-billion SAR or USD projects or programmes at Project Director level.
- Strong civil infrastructure and construction background with experience managing multidisciplinary teams and complex interfaces.
- Strong commercial, contractual, project controls, programme, risk, HSE, and QA/QC knowledge.
- Experience with major contractors, joint ventures, or consortiums and excellent stakeholder-management and communication skills.
- Significant Saudi Arabia experience is highly preferred; experience with major Saudi clients, government entities, consultants, and international JV partners is advantageous.
Education and Credentials
- Bachelor’s degree in civil engineering, construction, railway engineering, infrastructure, or a related discipline.
- A master’s degree or recognized project management qualification is advantageous.
- Chartered Engineer, PMP, or equivalent professional accreditation is beneficial.
