Project Controls Director / Project Controls Manager - Rail

Project context

Responsibilities

• Develop and implement integrated PMO and project controls frameworks.
• Direct planning, cost, risk, change, progress, and performance management throughout the project lifecycle.
• Establish programme baselines, performance measurement systems, and forecasting processes.
• Provide strategic reporting, analysis, and decision support to clients and programme leadership.
• Coordinate controls across clients, consultants, contractors, and delivery partners.
• Lead and develop PMO and project controls teams.
• Embed assurance, governance, and control processes for accountability, compliance, and delivery confidence.
• Help identify and manage delivery-related carbon emissions and reductions.

Requirements

• Relevant degree or equivalent professional experience in the applicable discipline.
• Demonstrated experience on rail, metro, high-speed rail, or comparable major infrastructure programmes.
• Strong client-facing, analytical, written communication, and multidisciplinary coordination skills.
• Knowledge of relevant delivery processes, standards, systems, and governance.

Preferred qualifications and experience

• Professional membership, chartership, or specialist certification is preferred where applicable.
• UAE or wider GCC experience is advantageous and does not replace technical and delivery competence.
