Position Summary
The Procurement & Contract Manager is responsible for overseeing strategic sourcing, procurement operations, tendering, vendor management, contract administration, and commercial compliance across the company’s real estate development and property management portfolio.
The role ensures cost optimization, quality assurance, timely delivery, contractual risk mitigation, and compliance with company policies and regulatory requirements.
The position supports construction projects, FM services, property operations, capital expenditure procurement, and corporate purchasing activities.
Procurement Management
- Develop and implement procurement strategies aligned with project and operational requirements.
- Manage end to end procurement activities including RFQs, RFPs, tendering, bid evaluations, negotiations, and purchase orders.
- Source and evaluate suppliers, contractors, consultants, and service providers.
- Establish approved vendor lists and conduct supplier prequalification.
- Negotiate pricing, payment terms, warranties, SLAs, and commercial conditions.
- Ensure procurement activities achieve cost savings, quality standards, and delivery timelines.
- Monitor procurement budgets and support cost control initiatives.
- Coordinate procurement requirements for construction projects, property management operations, facilities management, and corporate functions.
Contract Management
- Draft, review, negotiate, and administer contracts, subcontracts, consultancy agreements, service agreements, maintenance contracts, and vendor agreements.
- Ensure all contracts comply with legal, commercial, and company requirements.
- Manage contract lifecycle from award through execution, renewals, amendments, and closeout.
- Monitor contractor and supplier performance against contractual obligations and KPIs.
- Identify and mitigate contractual risks and disputes.
- Maintain proper contract documentation and records.
- Coordinate with legal, finance, project, and operations teams on contractual matters.
Vendor & Supplier Management
- Build and maintain strategic relationships with key suppliers and contractors.
- Conduct vendor performance evaluations and periodic audits.
- Resolve supplier disputes, claims, and performance issues.
- Ensure vendors comply with HSE, quality, sustainability, and regulatory standards.
Real Estate & Property Management Support
- Support procurement for property management services including FM, MEP maintenance, security, cleaning, landscaping, leasing support, and utilities.
- Coordinate procurement for construction materials, CAPEX projects, and development activities.
- Ensure service contracts support operational efficiency and tenant satisfaction.
- Monitor service delivery standards across managed properties.
Compliance & Reporting
- Ensure procurement and contract activities comply with company policies and applicable regulations.
- Develop procurement reports, cost analyses, savings reports, and contract status updates.
- Support internal and external audits.
- Maintain procurement systems, databases, and documentation.
- Contribute to process improvement and digital procurement initiatives.
Education
- Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, Quantity Surveying, Law, or related field.
Experience
- 5 years of experience in procurement and contract management.
- Minimum 2 years within real estate development, construction, facilities management, or property management sectors.
- Strong experience in tendering, vendor negotiations, and contract administration.
- Experience managing service contracts and construction-related procurement.
- UAE market experience is preferred.
Technical Skills
- Strong knowledge of procurement processes, contract law principles, and commercial management.
- Understanding of construction contracts, FM contracts, and property operations.
- Familiarity with FIDIC contracts is an advantage.
- Proficiency in ERP and procurement systems
- Advanced Microsoft Excel and reporting skills.
- Strong analytical and cost management capabilities.
