Key Responsibilities
- Lead and manage PMO governance frameworks, methodologies, and standards
- Oversee project portfolio performance, strategic alignment, and reporting activities
- Provide executive management with portfolio dashboards, KPIs, and performance insights
- Monitor project schedules, budgets, risks, dependencies, and resource utilization
- Ensure compliance with PMO policies, governance standards, and organizational procedures
- Drive PMO process improvements, operational efficiency, and maturity initiatives
- Support enterprise transformation programs and strategic initiatives
- Conduct governance reviews, project health checks, and audit support activities
- Collaborate with senior stakeholders, business leaders, and project teams
- Mentor PMO analysts, specialists, and project management teams
- Support decision-making through data analysis and strategic recommendations
Requirements
- Bachelor s degree in Business Administration, Project Management, IT, Engineering, or related field
- 10+ years of experience in PMO, project governance, portfolio management, or enterprise project delivery
- Strong local market experience is mandatory
- Government or semi-government sector experience is required
- Arabic speaking skills are preferred/mandatory
- Strong expertise in PMO governance, portfolio management, and project lifecycle methodologies
- Experience with PMO and reporting tools such as MS Project, Primavera, Jira, Power BI, or ServiceNow
- Excellent leadership, communication, analytical, and stakeholder management skills
- Ability to manage complex enterprise programs and strategic initiatives
• PMP (Project Management Professional)
- PRINCE2 Practitioner
• PgMP / PfMP Certifications
- PMI-PMOCP or equivalent PMO certifications
• Agile / Scrum Certifications
- ITIL Certification
Preferred Experience
- Government digital transformation and strategic programs
- Enterprise PMO establishment and PMO maturity enhancement
- Large-scale portfolio and program management
- Executive-level stakeholder engagement and governance management
- Experience working in multicultural and cross-functional environments
