About This Role

Overview

We are looking for a

PMO Manager – Business Operations

to lead and support enterprise transformation initiatives across HR, Procurement, Finance, and shared business operations for our client, a large semi-government entity in Dubai.

This role requires strong PMO governance, stakeholder management, and transformation delivery experience across functional business operations, with exposure to enterprise systems and technology-enabled transformation programs.

This is a 6-month contract role in the organization and is renewable.

It reports to the VP of Transformation in the Center of Excellence Department.

Key Responsibilities

  • Lead PMO governance and delivery oversight across HR, Procurement, Finance, and operational transformation initiatives
  • Manage integrated project plans, timelines, RAID logs, governance trackers, status reporting, and executive dashboards across multiple workstreams
  • Coordinate cross-functional teams including business operations, HR, procurement, finance, IT, vendors, and implementation partners
  • Support transformation initiatives involving ERP, HRMS, procurement systems, shared services, automation, and process improvement programs
  • Drive project governance, milestone tracking, dependency management, escalation management, and reporting cadence across all initiatives
  • Facilitate steering committee meetings, stakeholder workshops, and executive reporting sessions
  • Support process optimisation, operational excellence, and continuous improvement initiatives across functional operations
  • Ensure structured documentation, audit readiness, change tracking, and adherence to PMO standards and governance frameworks
  • Monitor project budgets, resource allocation, risks, and delivery performance to ensure successful execution
  • Support user adoption, change management, and transition activities during implementation and rollout phases
  • Knowledge, skills & experience:
  • 8–12 years of experience in PMO, project management, or transformation delivery roles
  • Strong experience managing functional transformation programs across HR, Procurement, Finance, or shared services environments
  • Exposure to ERP, HRMS, procurement platforms, or enterprise operational systems implementations
  • Experience with PMO governance, portfolio reporting, RAID management, executive reporting, and cross-functional coordination
  • Good understanding of business operations, process optimisation, and operational transformation initiatives
  • Exposure to enterprise technology or digital transformation projects is preferred
  • Experience working with Agile, Waterfall, or hybrid project delivery methodologies
  • Strong stakeholder management and communication skills, with ability to work across business and technology teams
  • Proficiency with PMO and reporting tools such as MS Project, Jira, Confluence, Power BI, Excel, or similar platforms
