Job Description

Procurement Strategy & Execution

• Lead the end-to-end procurement cycle for construction projects, from planning through to close-out.
• Develop procurement strategies and project-specific procurement plans aligned with project schedules and organizational objectives.
• Identify high-value and long-lead items early and put tracking mechanisms in place to protect project timelines.
• Prepare procurement packages and lead vendor selection, technical and commercial evaluation, and comparison sheets.

Vendor & Contract Management

• Lead vendor development and ongoing supplier performance evaluation.
• Negotiate contracts, payment terms, and long-term agreements with suppliers and subcontractors.
• Apply strong commercial and contractual awareness across LOI, LOA, LPO, and subcontract agreements.
• Establish long-term supplier relationships that support large-scale contracting operations.

Materials & Technical Coordination

• Oversee material submittals and resolve technical comments in coordination with design and engineering teams.
• Ensure procurement and material specifications comply with project specs, drawings, BOQs, and relevant authority requirements.
• Coordinate closely with design, engineering, and site teams to align procurement with project schedules.
• Monitor inventory levels and material usage across sites to reduce waste and control costs.

Governance, Risk & Compliance

• Ensure all procurement activity complies with UAE regulations, company policy, and ethical standards.
• Implement transparent reporting and documentation in line with project governance frameworks.
• Manage procurement budgets with financial discipline and accountability.
• Monitor lead times, manage disputes, and mitigate risks related to supply chain disruption, vendor performance, and material quality.
• Resolve procurement and logistics issues promptly to avoid project delays and contribute to value engineering initiatives.

Qualifications

• 18 + years’ experience in senior procurement and materials management roles within contracting or construction organizations.
• Proven expertise in sourcing, vendor management, and supply chain operations for large-scale construction projects.
• Strong technical understanding of construction materials, and the ability to evaluate submittals and technical/commercial quotations.
• Solid grasp of UAE market dynamics and international procurement practices.
• Excellent negotiation, communication, and stakeholder management skills.
• Civil Engineering degree preferred; Architecture also considered. Master’s degree or professional certification (e.g., CIPS) is an advantage.
• Familiarity with ERP systems is mandatory, Oracle fusion is advantageous.
• Experience in branded residences, luxury developments, and villa compounds is highly valued.
