Overview
The Organization intends to engage a **qualified legal consultant from a specialized legal firm** to review the existing Policies and Procedures Manual and to develop a comprehensive **Legal Affairs Policy**.
The policy must align with applicable laws, sound governance principles, and recognized international best practices in legal operations.
This engagement is **strictly a short-term consultancy service** intended to obtain specialized legal expertise.
It does **not** constitute recruitment, employment, secondment, or staffing within the Organization’s structure.
2. Objective
- The objective of this consultancy is to ensure that the **Legal Affairs function** is governed by a clear, accurate, and well-structured policy that:
- Supports effective legal governance;
- Clearly defines roles, responsibilities, and processes; and
- Complies with applicable legal and regulatory requirements while reflecting international best practices.
3. Scope of Work
The Legal Consultant shall undertake the following tasks:
3.1 Review of Existing Policies
- Review the current Policies and Procedures Manual, with a specific focus on sections related to legal affairs.
- Identify gaps, ambiguities, inconsistencies, and areas requiring enhancement or clarification.
3.2 Compliance and Adequacy Assessment
- Assess the adequacy of existing legal-related policies against:
- Applicable laws and regulations;
- Institutional and corporate governance principles; and
- International best practices in legal affairs management.
- 3.3 Development / Revision of the Legal Affairs Policy
- Develop and/or revise the Legal Affairs Policy to clearly define, at a minimum:
- The mandate, authority, and role of the Legal Affairs Unit;
- The scope and nature of legal services provided within the Organization;
- Legal review and approval processes for:
- Contracts
- Agreements
- Memoranda
- Legal instruments and related documentation;
- Coordination mechanisms with:
- Internal departments; and
- External legal counsel, where applicable.
3.4 Integration and Consistency
- Ensure clarity, consistency, and proper integration of the Legal Affairs Policy within the overall Policies and Procedures Manual.
- Align terminology, structure, and governance principles with the existing manual framework.
3.5 Legal Governance Enhancement
- Provide recommendations, where necessary, to strengthen the legal governance framework of the Organization.
- Propose enhancements that promote accountability, risk mitigation, and effective legal oversight.
4. Deliverables
- The Consultant shall provide the following deliverables in **editable format (MS Word)**:
- Detailed review comments and written recommendations on the legal-related sections of the existing Policies and Procedures Manual;
- A revised and finalized **Legal Affairs Policy**, ready for inclusion in the Organization’s Policies and Procedures Manual.
5. Duration
The duration of the consultancy engagement shall **not exceed three (3) months** from the date of contract signing.
6. Reporting and Coordination
- The Consultant shall coordinate with designated focal points within the Organization.
- Regular progress updates may be requested as part of the assignment.
7. Consultant Qualifications
- The Legal Consultant (or lead consultant from the legal firm) must meet the following requirements:
- **Education:**
- Bachelor’s degree in Law (LLB) or higher.
- **Experience:**
- Minimum **8–10 years of professional legal experience**.
- Proven experience in:
- Legal policy drafting;
- Regulatory framework development;
- Institutional or corporate governance.
- **Core Expertise:**
- Legal governance frameworks;
- Institutional policies and procedures;
- High‑quality legal drafting and advisory services.
Job Types: Full-time, Contract
Pay: QAR8,000.00 per month
