The Infrastructure Tendering & Estimation Engineer will prepare accurate cost estimates, BOQs, and competitive tender proposals for major infrastructure and earthworks projects. This full‑time, on‑site role requires strong analytical capabilities, technical expertise, and the ability to collaborate effectively with internal teams and external stakeholders.
The engineer will analyze project documents, conduct market research, evaluate vendor quotations, and ensure that all tender submissions meet technical, financial, and contractual requirements. The role involves working closely with engineering, procurement, and project management teams to deliver precise and competitive bids aligned with company objectives.

Key Responsibilities
* Prepare detailed Bills of Quantities (BOQs) for infrastructure and earthworks projects.
* Develop accurate cost estimations, including materials, labor, equipment, and subcontractor pricing.
* Review and analyze project drawings, specifications, and tender documents.
* Prepare technical and commercial tender proposals in compliance with client requirements.
* Conduct market research to identify pricing trends, material availability, and cost benchmarks.
* Coordinate with engineering, procurement, and finance teams to validate estimates.
* Evaluate vendor and subcontractor quotations and negotiate competitive pricing.
* Ensure timely submission of tenders and adherence to deadlines.
* Maintain updated cost databases, supplier lists, and estimation tools.
* Support post‑tender clarifications, value engineering, and cost optimization initiatives.

Qualifications & Requirements
* Bachelor’s degree in Civil Engineering or a related field.
* Proven experience in infrastructure, earthworks, utilities, or heavy civil projects.
* Strong proficiency in preparing BOQs, cost estimation, and tender documentation.
* Solid understanding of civil engineering principles, construction methods, and project workflows.
* Experience in vendor negotiation and coordination with contractors and suppliers.
* Strong analytical and research skills to assess project requirements and market conditions.
* Technical proficiency in estimation and planning software (e.g., Excel, AutoCAD, Civil 3D, Candy/CCS, Primavera, or similar tools).
* High attention to detail, accuracy, and ability to manage multiple deadlines.
* Experience in the Saudi market or GCC infrastructure sector is an advantage.
* Strong communication skills and ability to work within cross‑functional teams.

* Knowledge of Saudi Aramco, Royal Commission, MOMRAH, or NEOM tendering standards.
* Familiarity with value engineering and cost‑saving methodologies.
