Role Overview
The HR Outsourcing Consultant is responsible for designing, delivering, and optimizing end-to-end outsourced workforce solutions for our client companies in Saudi Arabia, utilizing PEO and EOR models.
The consultant ensures that all employment, compliance, payroll, and HR lifecycle activities are fully managed by Setup.sa, while enabling clients to focus on operations.
Key Responsibilities
1.
Build HR outsourcing strategy where Setup.sa acts as a legal employer, responsible for contracts, payroll, compliance, and employee records.
2.
Design and manage the PEO and EOR models, governed by Saudi Labor Law, MHRSD regulations, and platforms such as Qiwa, GOSI, Muqeem.
3.
Advise clients on the most suitable outsourcing model, and design workforce structures.
4.
Design Saudization (Nitaqat) compliance programs to meet the needs of the clients.
5.
Manage end-to-end recruitment, sourcing and onboarding based on client requirements, issuing compliant employment contracts and other legal forms, and ensuring seamless onboarding through Qiwa contract registration, GOSI enrollment, and Iqama/visa processing.
6.
Support clients in rapid workforce expansion and project-based hiring by designing scalable workforce solutions and enabling flexible staffing models aligned with market demand.
7.
Design and guide the implementation of HRIS, ensuring full alignment with Saudi Labor Law, while advising on the use of Applicant Tracking Systems (ATS), HR databases, and recruitment tools to streamline hiring processes.
8.
Design and advise on tailored payroll and compensation frameworks based on client needs.
9.
Utilize software tools and platforms to analyze performance and HR data, leveraging HR analytics to drive insights and corrective actions.
10.
Responsible for developing HR templates, documents and letters, including offer, end-of-employment, warning and promotion letters, in addition to performance appraisal forms, and other key HR documents.
11.
Advise on best practices for employee relations, conflict resolution, and issue management to maintain a positive and compliant workplace environment.
12.
Advise and direct internal HR operations at Setup.sa.
Required Qualifications
- 8 years of experience in HR outsourcing, PEO, EOR, and Human Resources Management at major companies
- Demonstrated prior experience working with an authorized and licensed HR outsourcing company in the Kingdom of Saudi Arabia
- Experience in client-facing HR consulting or B2B service environments
- Technical knowledge in HR legal matters, Saudi Labor Law, MHRSD regulations, Ajeer program, GOSI, Qiwa, and Muqeem systems
- Experience in HRIS, hiring, ATS, onboarding, performance appraisal, compensation and benefits, and payroll
- Bachelor’s degree
- Preferred: Master’s degree in Human Resources Management
- Fluency in both Arabic and English
