HSE Manager

Role Summary

Key Responsibilities

• Lead the implementation and continuous improvement of project HSE management systems
• Develop, monitor, and enforce HSE policies, procedures, and safe work practices
• Promote a proactive safety culture throughout all project phases
• Ensure compliance with Qatar construction HSE regulations, client requirements, and international best practices
• Conduct HSE audits, inspections, risk assessments, and incident investigations
• Monitor project HSE performance and prepare regular reports for management and stakeholders
• Coordinate with clients, consultants, contractors, and local authorities on all HSE matters
• Deliver safety training, awareness programs, and toolbox talks to project personnel
• Drive corrective and preventive actions to minimize workplace risks and incidents

Requirements

• Bachelor's Degree in Engineering, Occupational Safety, or a related discipline
• NEBOSH Diploma or equivalent professional HSE qualification preferred
• Minimum 15 years of HSE experience within the construction industry
• Proven experience in large-scale building construction projects, including residential, accommodation, mixed-use, institutional, or similar developments
• Demonstrated track record of successfully delivering projects of comparable scale and complexity
• Previous experience in Qatar is highly preferred; GCC experience will also be considered
• Valid MMUP/UPDA registration is preferred for candidates currently in Qatar and mandatory where applicable
• Strong knowledge of Qatar construction HSE regulations, standards, and industry best practices
• Familiarity with QatarEnergy requirements, major clients, consultants, and local authority regulations is an advantage
• Excellent communication skills in English, both written and verbal
• Strong leadership, team management, coordination, and stakeholder engagement abilities
