We are supporting an established government entity with a major HR transformation initiative focused on activating and implementing key elements of its HR strategy.

The client requires a

Manager-level HR Transformation Specialist

with strong hands-on experience translating HR strategies, frameworks and recommendations into practical implementation plans, stakeholder-ready deliverables and tangible outcomes.

This role will work across several HR transformation workstreams, including workforce planning, talent management, competency framework implementation, career pathing, employee recognition and awards frameworks, and leadership development.

The role is suited to someone with a strong consulting or transformation background who can work confidently with senior stakeholders, facilitate workshops, structure complex HR initiatives and produce high-quality executive-level outputs.

Key Responsibilities

  • Support the activation and implementation of HR strategy across an established government environment.
  • Translate HR frameworks, initiatives and recommendations into practical implementation plans and delivery roadmaps.
  • Work across key HR transformation areas including workforce planning, talent management, competency frameworks, career pathing, leadership development and employee recognition / awards frameworks.
  • Develop stakeholder-ready outputs including PowerPoint presentations, implementation plans, Excel trackers, Word documents, workshop materials and governance packs.
  • Facilitate workshops with HR leaders, business stakeholders and senior decision-makers.
  • Gather inputs, validate requirements and support the design and refinement of HR frameworks and processes.
  • Coordinate multiple HR transformation initiatives, ensuring actions, risks, dependencies and decisions are tracked effectively.
  • Support stakeholder engagement, executive communication and change adoption across the organisation.
  • Bring structure, pace and delivery discipline to HR transformation activities within a complex government environment.

Required Experience

  • 7+ years of experience in HR transformation, HR consulting, people strategy implementation or related HR change initiatives.
  • Strong experience in HR strategy activation and translating HR concepts into practical implementation plans.
  • Hands-on experience across several of the following areas:
  • Workforce planning
  • Talent management
  • Competency framework implementation
  • Career pathing
  • Leadership development
  • Employee recognition or awards frameworks
  • HR operating model or HR process improvement
  • Strong consulting, advisory or transformation project experience.
  • Excellent stakeholder management skills, including experience working with senior and executive-level stakeholders.
  • Strong executive communication and presentation skills.
  • Proven workshop facilitation experience.
  • Strong project coordination skills, including planning, tracking, documentation and follow-up.
  • Advanced proficiency in

PowerPoint, Excel, Word and Microsoft Teams

  • Experience in government, semi-government or complex enterprise environments is highly preferred.

Ideal Profile

The ideal candidate will be a practical HR transformation professional who can bridge the gap between HR strategy and execution.

They should be confident taking existing frameworks and concepts and turning them into clear implementation plans, polished deliverables and structured actions.

This is not a BAU HR role.

The client needs someone who can operate in a complex, established government environment and support the successful delivery of strategic HR transformation initiatives.
