Role Summary

We are seeking a highly organized and fast-paced

HR Executive specializing in Blue Collar Onboarding

.

In this role, you will be responsible for the end-to-end mobilization and lifecycle management of large-scale outsourced workforces (technicians, laborers, and skilled trades) under our EOR and staffing models.

The ideal candidate must excel in

mass mobilization

, visa processing coordination, and ensuring that hundreds of employees are deployed to client sites efficiently and in full compliance with UAE Labor Laws.

Key Responsibilities

  • 1.
  • Mass Onboarding & Mobilization (Blue Collar Focus)
  • Execute the complete onboarding lifecycle for high-volume blue-collar projects, from offer letter issuance to site deployment.
  • Coordinate
  • large-scale document collection
  • , ensuring all industrial/trade certifications and medical fitness requirements are met.
  • Streamline the "Time-to-Deploy" by proactively managing visa applications, change of status, and labor contract signing.
  • Organize and oversee pre-deployment briefings and health and safety (HSE) awareness sessions for new joiners.

2. Field Operations & Logistic Coordination

  • Liaise with the PRO/Immigration team to schedule and monitor

Mass Medical Screenings

  • and Emirates ID biometrics.
  • Coordinate with logistics and facilities teams to ensure
  • worker accommodation
  • and transportation are ready prior to arrival.
  • Manage the distribution of PPE (Personal Protective Equipment), tools, and company IDs where required.

3. Employee Relations & Site Support

  • Serve as the primary HR point of contact for onsite workers, addressing queries regarding payroll, overtime (OT), and site-specific regulations.
  • Manage the annual leave cycle, flight bookings, and emergency repatriations for the blue-collar workforce.
  • Oversee the offboarding process, ensuring cancellations and final settlements are processed according to UAE Labor Law.

4. Compliance & Record Keeping

  • Ensure strict adherence to the
  • UAE Ministry of Human Resources & Emiratisation (MOHRE)
  • regulations for labor categories.
  • Maintain a digital and physical "Live Database" of all outsourced workers, tracking visa expiries and labor card renewals.
  • Ensure all client-specific compliance standards (e.g., specific site entry permits or safety clearances) are maintained.

5. Client Coordination & Reporting

  • Provide clients with daily/weekly

Mobilization Status Trackers

  • Act as the bridge between the client’s site managers and Terracotta’s internal payroll/legal teams to resolve attendance or disciplinary issues.
