Oversee Mercans’ IT department and global software development organization.
Set strategic direction, manage personnel and processes, and ensure effective daily operation and continuous improvement.
Organizational leadership and performance
- Develop a global development organization vision and strategy that promotes innovation.
- Manage global software development operations and governance, plan resources, and guide development leaders.
- Plan team structures, work allocation, competence development, and recruitment in coordination with relevant managers.
- Establish performance metrics, align individual goals, track and report results, and identify inefficiencies.
Processes, finance, and risk
- Develop organizational procedures, process maps, and strategic IT/development processes aligned with industry practices and company processes.
- Consult with department heads on shared processes and participate in policy drafting and information management.
- Manage cost budgeting, forecasting, and reporting, and identify opportunities to optimize IT costs.
- Develop and maintain development risk frameworks, registers, and matrices, and mitigate organizational risks.
Standards and business support
- Align development processes with industry security and quality standards, including ISO 9001, ISO 20001, ISO 27001, ISO 27017, ISO 27018, OWASP, SOC 1, and SOC 2.
- Support compliance and data-security certification and audit activities with documentation and input.
- Maintain an overview of development processes and standards for external stakeholders, including current and potential clients.
- Develop and implement an annual strategic plan for the development organization and support business development and marketing activities.
Minimum requirements
- At least 5 years of relevant industry experience.
- Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related field, or equivalent experience.
- Strong analytical and problem-solving skills; proficient English with strong written and verbal communication.
- Hands-on experience in IT management, resource planning, and process optimization.
- Experience leading global software development teams and managing large-scale engineering projects.
Nice to have
- Enterprise-level software development and architecture experience.
- Familiarity with cloud technologies, DevOps methodologies, and security frameworks.
- Knowledge of HR and payroll-related software solutions.
Performance goals
Target at least 10% year-on-year improvement in key performance metrics through data analysis and improvement plans.
Target at least 10% annual process optimization and maintain at least 75% of development resources’ time on development activities.
Reduce time spent on rework and reuse tasks by 30% by year-end.
Reduce backlog items by 30% by year-end and ensure remaining items have clear priorities and acceptance criteria.
