Job Summary

Oversee and manage Mercans' IT department and global software development organization.

Establish processes, set strategic direction, manage personnel, and ensure effective daily operation of development teams.

Drive continuous improvement in organizational performance, processes, and engineering excellence.

Organizational Leadership

  • Develop the vision and strategy for a global development organization that promotes innovation.
  • Manage the daily operations and governance of global software development teams.
  • Plan development resources and ensure availability for strategic and product roadmap objectives.
  • Supervise the development organization leadership team and ensure performance meets established objectives.
  • Define department and team structures based on future business needs and team competencies.
  • Participate in recruitment planning with HR and line managers.

Performance Management

  • Develop performance metrics aligned with industry best practices.
  • Align individual performance goals with organizational metrics and goals.
  • Track, report, and analyze performance metrics and inefficiencies.
  • Develop performance goals for team leads and other team members with relevant leaders and HR.

Process Management

  • Develop organizational procedures and process maps for the global development organization.
  • Align development processes with industry best practices and company-wide processes.
  • Design, implement, and monitor strategic IT and development processes.
  • Consult with department heads on cross-functional processes and contribute to company policies.

Financial and Risk Management

  • Manage cost budgeting, forecasting, and reporting for the work discipline.
  • Identify opportunities to optimize the IT cost base.
  • Develop a development organization risk management framework, risk register, and risk matrix.
  • Ensure active mitigation of risks associated with the development organization.

Security and Stakeholder Support

  • Align development processes with ISO 9001, ISO 20000-1, ISO/IEC 27001, ISO 27017, ISO 27018, OWASP, SOC 1, and SOC 2 standards.
  • Support Compliance and Data Security teams during certification and audit processes.
  • Maintain an overview of development processes and standards for external stakeholders and clients.
  • Support business development and marketing activities through client and sales calls and marketing input.

Strategic Planning

  • Develop an annual strategic plan for the development organization and ensure its implementation.
  • Complete additional business-area tasks assigned by the line manager in a timely and correct manner.

Minimum Requirements

  • At least 5 years of relevant industry experience.
  • Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related field, or equivalent experience.
  • Strong analytical and problem-solving skills.
  • Proficiency in English with strong written and verbal communication skills.
  • Hands-on experience with IT management, resource planning, and process optimization.
  • Experience leading global software development teams and managing large-scale engineering projects.

Nice to Have

  • Experience in enterprise-level software development and architecture.
  • Familiarity with cloud technologies, DevOps methodologies, and security frameworks.
  • Knowledge of HR and payroll-related software solutions.

Performance Goals

Improve key performance metrics by at least 10% year on year through data analysis and targeted improvement plans.

Achieve at least 10% annual process optimization by reducing non-development activities and streamlining workflows.

Ensure at least 75% of development resources’ time is spent on development-related activities, monitored quarterly.

Reduce time spent on rework and reuse tasks by 30% by the end of the year through code reviews, automated testing, and coding standards.

Reduce total backlog items by 30% by year end while ensuring remaining items have clear priorities and acceptance criteria.
