Budgeting and Financial Planning
- Comply with the approved policy of budgeting regarding the deadlines and the management of the budgeting process.
- Consolidate data for budget presentation and providing an overview of the financial status of all the operations.
- Establish and use appropriate management accounting and reporting tools to assist in the annual budgeting and analyses performance of the organization while periodically identifying and reporting long term issues that may impact the organization.
- Develop strategies, tools and procedures for financial planning and monitoring.
Financial Operations, Reporting and Compliance
- Report on performance of Naufar through timely and accurate management reports including appropriate analysis of financial and related operational data
- Supervise the preparation of monthly, half-yearly and annual accounts statements.
- Ensure audit of final accounts on a regular basis and Interfaces with auditors as and when necessary to meet any information requirements and to discuss findings.
- Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control and petty cash.
Cash and Funds Management
- Manage the processing of capex (capital expenditure) sanction proposals and validates returns and budgetary provisions.
- Perform the cash forecasting function across Naufar.
- Drive organization wide focus on strategic cost management to achieve organization wide cost optimization.
- Manage the cash flow and prepare cash flow forecasts in accordance with Naufar policy
Accounting and Book Keeping
- Monitor all basic accounting activities (bill passing, reconciliation, preparation of vouchers, making book keeping entries into the respective ledgers, monitoring creditors and debtors control, petty cash management etc.)
- Establish, implement and monitor efficient norms for fund management including management of bank accounts, payments and payroll requirements while ensuring necessary reconciliation requirements as per laid down guidelines and within budgetary controls.
- Defines and maintains the Financial Management & Accounting Policies and related norms and procedures for Naufar as per relevant guidelines and accounting standards.
Generic Accountabilities
- Contribute to organizational strategy formulates the Finance function strategy for Naufar.
- Develop, implement and ensure compliance with internal financial and accounting policies and procedures.
- Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner. Review monthly results and implement monthly variance reporting.
- Reconcile bank and investment accounts.
- Perform other duties as may be assigned by the top Management or Director General.
Job Requirements: Qualifications, Experience And Skills
- Bachelor or Master Degree in Accountancy
- CPA or ACCA
Experience
- Minimum of 10 years’ experience of which at least 5 years as Finance HOD/Manager.
- Previous Qatar experience.
- Experience in Healthcare sectors and preferably from within the governmental sector
- High communications skills in Arabic including writing of proposals/reports, presentation skills and facilitation skills
